The Position

Beltrami County Sheriff's Department is creating an eligibility list for a full-time, benefited Records Technician. Performs administrative support work preparing, accessing, updating, and maintaining law enforcement criminal and civil records and files, processing permits and forfeitures, recording evidence and maintaining chain of custody, preparing reports, and related work as apparent or assigned. Work is performed under the moderate supervision of the Records Supervisor / Sheriff Technician.

Preferred hiring salary range is $21.26 to $23.23 per hour with a full range of $21.26 to $26.92 per hour. Placement depends on factors such as qualifications, internal equity, market conditions, and applicable policy guidelines.
Minimum Qualifications

Education and Experience
Minimum requirements are:
  • Associate's degree in criminal justice, business administration, IT, accounting, or a related field.
OR
  • A substitution of education and work experience may qualify: Four years of related work experience in business, accounting, or criminal justice may be substituted for an Associate's degree.
AND
  • One year or more of related clerical work experience that must include recent, extensive computer use.
  • Valid MN driver's license.

Qualification Requirements

Essential Functions
  • Prepares arrest and other law enforcement-related reports for County Attorney's Office; prepares forms; reviews to ensure all documents are accurately presented.
  • Transcribes reports, statements, forensic interviews, 911 calls, executions of search warrants for department personnel, County Attorney and other appropriate parties.
  • Receives and processes civil documents; assists in explanation to court, general public and law enforcement agencies and personnel; composes invoices and maintains payment records.
  • Provides for storage and security of evidence and other properties; protects and controls the chain of evidence; releases property in accordance with policy.
  • Processes vehicles impounded for forfeiture; maintains records of proceedings; flags and transfers titles; calculates storage fees and obtains tow fees; complete required reports.
  • Processes gun permit applications; performs background and criminal history checks for eligibility; produces reports with recommendations; enters data into permit tracking system.
  • Performs background and criminal history checks as requested by law enforcement personnel; provide reports.
  • Enters data, compiles, and maintains spreadsheets and produces reports as requested regarding data compiled from records received in section.
Knowledge, Skills and Abilities
General knowledge of law enforcement record keeping procedures and practices; general knowledge of police forms, terminology and records; general knowledge of departmental programs, policies and procedures; general knowledge of law enforcement database systems, policies, and procedures; general knowledge of regulations regarding gun permitting; ability to perform a considerable volume of detailed record work; ability to maintain files; ability to compile and produce reports; ability to type and enter data accurately and at a reasonable rate of speed; ability to operate general office and computer equipment; ability to establish and maintain effective working relationships with associates and the public.

Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands and fingers in repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work occasionally requires working in high, precarious places, exposure to fumes or airborne particles and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements
  • Criminal Justice Information System's certification required within six months of hire.
  • Training in criminal justice coding, data privacy practices, civil process, gun permitting, and evidence packaging required within one year of hire.
