Description of Job

The Work Unit

The Prevention Services Division (PSD)works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement, and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury, and ensure access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional development, collaborative effort, and sustained wellness of its workforce.

The Fiscal, Contracting, Compliance, and Operations Branch (FCCO)is found within PSD. This branch provides support to all programs within the Division, offering services that include fiscal management and oversight, procurement, and contracting development and oversight, compliance monitoring, and operations support. The branch provides division-wide training, forms, policies, and procedures for all of the Division's business operations including all fiscal, compliance, and contracting workflow. The branch maintains access to all department systems and houses super-users for department systems including Kronos, CORE, InfoAdvantage, OnBase, Service Hub, Cornerstone and more. The branch is responsible for producing financial records, tracking internal and external expenditures for over 270 million dollars in State, Federal, and Private funds, and for providing financial expertise for over 75 funding sources. The branch is also responsible for the preparation of over 1,100 contracts and purchase orders per year. The division passes through or grants over 230 million dollars a year. The branch is also responsible for the compliance management of external funding.

This position is housed within the Financial and Operations Unit of FCCO. The unit provides support for all division operations functions, as well as financial support, including the creation and management of division operations, personnel liaison functions, organizational charts, the management of division technology, and more. Additionally, the unit provides accounting services, CORE functionality, and payroll and timekeeping responsibilities for the division. The FCCO branch is responsible for building, maintaining, and implementing all systems, process, policies, and procedures to support the functions listed above.

The Position

This position performs operation and administrative management over records for the Prevention Services Division.

This position coordinates with division staff to facilitate record destruction schedules as instructed by the department's Record's Liaison Officer and serves as the communication liaison for division-wide notifications from the FCCO Branch. This position manages PSD record storage and is the subject matter expert over coordination, procedure creation, and facilitation of grant application materials and internal management.

This position utilizes information systems and databases to manage grant information and statewide tracking of PSD grants as part of its operation management duties, additionally this position processes Information Technology Services Requests (ITSR), provides accounts payable backup duties, and makes division-wide purchases on an as-needed basis.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only: Six (6) years of relevant experience in records administration, grant administration, communication, technical support and intranet maintenance, or operations maintenance.

OR

Education and Experience: A combination of related education, graduation from an accredited college or university in business, business administration, public administration, finance, accounting, or a closely related field or closely-related field AND relevant experience in records administration, grant administration, communication, technical support and intranet maintenance, or operations maintenance equivalent to six (6) years.
