Job Description: In District Real Estate Office, manages all activities related to one or more operational areas (i.e., titles\closings, appraisal, appraisal review, relocation assistance, acquisition, property management) & acts in absence of immediate supervisor. Coordinates parcel workload assigned to realty specialist team &\or consultant acquisition service providers; supervises personnel &\or contractor involved in title research, closing, appraisal, appraisal review, acquisition, relocation assistance & property management\disposition; reviews all regional acquisition functions to ensure that work is maintained in compliance with state & federal laws, policies, procedures & practices & that such work is performed in conformance with district production schedules; ensures employee productivity expectations\standards are enforced; prepares & maintains acquisition phase of project work plans & all records & reports applicable to the phase in an accurate & up-to-date manner using computer & related software (e.g., Microsoft Office). Operates state vehicle (e.g., meets with property owners for purpose of acquiring rights-of-way, makes onsite visits to inspect properties, attends public meetings, performs title research at various courthouses, & attends closings at title companies). Ensures accurate & timely updates & reviews of management information systems as they relate to the delivery of the program (e.g., Ellis, Time Management System TMS ) & ensures their business rules, policies & procedures are implemented, used & maintained as standard business practices in their designated work environments. Coordinates all appraisals & appraisal review activities of consultants. Scopes staff & fee appraisers (e.g., report types, probable issues to address, damages, penalty clauses, completion dates, fees). Prepares consultants service provider contracts for execution by District Real Estate Administrator (REA). Coordinates completion of project work plans with District REA & project appraisal reviewers. Coordinates with project appraisal reviewers in order to determine appropriate appraisal report formats to be assigned to appraisers. Trains, guides, & works with fee reviewers in order to ensure understanding of ODOT policies & procedures & facilitate timely & compliant appraisal & appraisal review products. Ensures signed contracts are executed prior to work beginning. Ensures consultant project managers deliver appraisal products that are timely & in compliance with established policies & procedures & Uniform Standards for Professional Appraisal Practice (USPAP). Coordinates all appraisal issues with District REA in order to ensure projects are not impeded by bottlenecks. Coordinates & administers appraisal reviews of high-value &\or complex appraisals. Works directly with Central Office staff to devise & implement appraisal & appraisal review process policies & procedures. Makes recommendations to project managers regarding fair market value (FMV) & assists with project work plans. Works with staff & fee appraisers & reviewers in order to ensure statewide consistency in all appraisal-related functions. Provide oversight & training of the districts Local Public Agencies (LPA) process by which cities, villages, townships, county officials, organizations & the affected general public can stay informed & offer input into ODOT's transportation planning & active projects. Serves as lead worker to the LPA assigned project(s) that covers all phases of project management with activities & responsibilities resting primarily within real estate & all right of way disciplines & activities & whose primary stakeholders are District personnel & local government agencies. Monitors existing & proposed federal, state & local legislation for the potential impacts on ODOT right of way acquisitions, government funding & other transportation activities. Assists in the completion of forms & contractual agreements with Local Public Agencies (LPAs) & monitors progress. Serve as a liaison between the LPA & ODOT on LPA projects within the districts acquisition program. Attend public hearings to explain ODOT program, policies & procedures. Represents district in staff & project meetings; acts as liaison with officials of various municipalities & political subdivisions within the district (e.g., county engineers, county auditors, tax departments, planning commissions, zoning offices). Prepares correspondence, reports & annual budget requests using a computer & related software (e.g., Microsoft Office); researches issues to help resolve problematic operational deficiencies. Assists administrator in developing policies, procedures & legislative changes relative to the acquisition of real property using a computer & related software (e.g., Microsoft Office. Performs quality assurance reviews of real estate functions (e.g. contract service providers & local public agencies). Represent district in private & public meetings, hearings, seminars; conducts staff training courses (e.g., acquisition, appraisal, appraisal review, relocation assistance, property management) & provides technical guidance using a computer & related software (e.g. Microsoft Office). Follows collective bargaining agreement in relation to matters involving union staff; works with labor relations\personnel to respond to grievances or other labor relations issues using a computer & related software (e.g., Microsoft Office). Ensures basic supervisory responsibilities relative to departmental & divisional policies & procedures are followed (e.g., time & attendance, payroll (KRONOS), TMS, employee evaluations, work rules) as standard practice within work environment. Performs other duties as assigned by administrator. 8 yrs. & 6 mos. trg. or 8 yrs. & 6 mos. exp. in licensed real estate sales activities; 2 yrs. trg. or 2 yrs. exp. in supervisory principles & techniques; if assigned to operate a state vehicle to perform real estate activities, must possess valid driver's license. Or completion of undergraduate core coursework in business administration or marketing; 6 yrs. & 6 mos. trg. or 6 yrs. & 6 mos. exp. in licensed real estate sales activities; 2 yrs. trg. or 2 yrs. exp. in supervisory principles & techniques; if assigned to operate a state vehicle to perform real estate activities, must possess valid driver's license. Or 2 yrs. exp. as Realty Specialist Supervisor, 84525; if assigned to operate a state vehicle to perform real estate activities, must possess valid driver's license.
