NEW HIGHER SALARY: $67,852 - $118,741The Challenge We are looking for an experienced Real Property Supervisor to serve as the Manager/Division Agent in our Division 11 Right of Way team.
In this role you will:
- Carry out all right of way acquisition functions for NCDOT in Alleghany, Ashe, Avery, Caldwell, Surry, Watauga, Wilkes, and Yadkin counties.
- Certify all right of way acquisitions for letting of transportation projects including secondary road acquisitions and additions to the state maintenance system.
- Be fully informed on NCDOT policies and procedures related to your daily duties and employee training.
- Supervise our Division 11 Right of Way Agents, Right of Way Agent Trainees, Processing Assistant, and temporary staff.
- Select, manage, and oversee our Right of Way acquisition consultants to ensure timely completion of project acquisitions and relocations.
- Participate in public hearings, public meetings, and planning meetings related to highway projects.
- Attend and provide Right of Way advice on plan field inspections and pre-let meetings.
- Provide relocation assistance for all eligible recipients in accordance with established guidelines.
- Coordinate inspections, hazardous material abatements, and demolitions of acquired structures acquired within Right of Way.
- Review, advise, and assist on the disposition of surplus right of way or residues.
- Ensure required reporting and requests are completed correctly and in a timely manner.
- Report directly to our Division 11 Construction Engineer.
What You Bring - Demonstrated knowledge of FHWA, NCDOT, and Right of Way Branch Policies including the Uniform Relocation Act.
- Experience processing complex right of way negotiations including commercial and residential properties.
- Computer skills in Microsoft Office, Outlook, SAP, and FTS.
- Experience interpreting highway right of way and construction plans and effectively communicating their meaning to the other NCDOT agencies and the public.
- Experience managing right of way consultants assisting in right of way acquisitions.
- An understanding of all phases and steps in the negotiating process.
- Strong communication skills to explain/discuss policies and procedures with others in the Negotiating Unit, Right of Way Unit, Division of Highways and the public.
- Ability to interpret highway Right of Way and construction plans and explain these to other Division of Highways employees and the public.
- Ability to travel to field sites for meetings and investigations with occasional overnight travel.
Education & Experience - Bachelors degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture), and
- 4+ years experience in right of way or real estate appraisal work, including
- 3+ years of Right of Way experience; or
- High School/GED diploma, and
- 8+ years of Real Estate or Right of Way experience, including
- 3+ years in Right of Way work, or
- An equivalent combination of education and experience.
