DescriptionAssists real property appraisers in the overall appraisal process by performing a variety of technical and sub-professional appraisal functions; prepares scaled building sketches of complex structures taken from blueprints; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its primary responsibility for providing technical support to professional appraisers in the overall evaluation and appraisal of real property for tax assessment purposes.
Examples of DutiesThe following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
- Assists appraisers in the overall appraisal process;
- Accompanies appraisers in field surveys to estimate and verify discounting factors such as topography, land use, accessibility, easements, and to take measurements of buildings;
- Assists appraisers in obtaining factual data from various governmental agencies, real estate offices, architectural firms, etc., concerning legal descriptions of real estate, sales and lease agreements, records of taxes, deeds or encumbrances or other data affecting property values such as zoning, restriction, easements, covenants, building setback lines, right-of-ways and rental agreements;
- From structural blueprints, prepares scaled building sketches of perimeter floor areas of complex structures (e.g. hotels, high-rises and commercial buildings), records building dimensions, and computes floor areas from such blueprints;
- Records on fieldsheets all pertinent land and building data such as easements, land contours, type and quality of construction materials used, workmanship, design, plumbing and electrical fixtures, number of floors and rooms, effective age of the building and its condition, and other physical characteristics of buildings;
- Computes land and building values by selecting appropriate data and applying various percentage tables and formulae as provided by appraisers;
- Reviews conveyance tax certificates for sales analysis and screens sales to determine the relationship and validity of selling price and/or lease values to market values;
- Conducts file searches of real property records as requested by staff appraisers and the general public;
- Checks and posts a variety of descriptive information onto official records, including annual assessment values taken from computer listings; furnishes information to the general public regarding pertinent real property tax laws, rules and regulations.
Minimum Qualification RequirementsTraining and Experience: (1) A combination of education and experience substantially equivalent to graduation from high school and two (2) years of work experience in a real property tax field, including or supplemented by one year of drafting, data collection, and tabulation work.
License Requirement: Possession of a valid Hawaii State driver's license (Type 3).
Knowledge of: the nomenclature, conventional symbols and standard techniques of drafting; structural blueprint reading; pertinent real property tax laws, rules and regulations; assessment and appraisal terminology and procedures; common land documents and terms used in land transactions; office practices and procedures.
Ability to: prepare scaled building sketches of perimeter floor plans from blueprints; read structural blueprints and construction specifications; interpret and explain pertinent aspects of real property tax laws, rules and regulations; obtain, organize and analyze pertinent data; apply percentages and formulae in arriving at tax assessment values; make accurate arithmetic computation; operate calculators; learn computerized systems; deal tactfully and effectively with the public; work harmoniously with others.
