Duties Description The duties include but are not limited to:
Candidates eligible for appointment to the Real Estate Specialist 1 position may be appointed to a two-year traineeship. If appointed to the traineeship, the appointed candidate will participate in the formal training program that will consist of classroom instruction, the completion of lesson plans, and on-the-job training activities. In addition to participating in the formal training program, the incumbent will perform supervised beginning-level professional work. Work performed will be in a variety of appraisal, property management, and property acquisition activities. The trainees in this title begin as a Real Estate Specialist Trainee 1, equivalent to a salary grade 14. After successful completion of one year as a Real Estate Specialist Trainee 1, the appointed candidate will advance to a real Estate Trainee 2, equivalent to a salary grade 16. After successful completion of one year as a Real Estate Specialist Trainee 2, and completion of the two-year traineeship, the appointed candidate will advance to the journey level Real Estate Specialist 1, salary grade 18.
The duties of this position will be discussed in detail during the interview process. Duties may include determining the value of property to be appropriated for public use, the management of State property, and/or negotiating financial settlements with property owners. This includes preparing reports of physical inspection, writing appraisals, negotiating claims, helping to relocate residences and business, sign control, and other related work.
The duties of this position may require considerable travel and field work. At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirements of the position must otherwise be demonstrated.
Minimum Qualifications Minimum Qualifications:
To be considered for permanent appointment, candidates must be reachable on the current Civil Service Eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Minimum qualifications:
Real Estate Specialist Trainee 1: A bachelor's or higher-level degree.
Real Estate Specialist Trainee 2: A bachelor's or higher-level degree AND either
1. One year of professional real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR
2. A New York State General Real Estate Appraisal License; OR
3. A New York State Land Surveyor Licensure.
Real Estate Specialist 1: A bachelor's or higher-level degree AND either:
1. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR
2. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State General Real Estate Appraiser License; OR
3. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State Land Surveyor Licensure; OR
4. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; AND A Certified Commercial Investment Member designation; OR
5. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations AND A New York State Residential Real Estate Appraisal License; OR
6. A Certified Commercial Investment Member designation; AND a New York State General Real Estate Appraisal License; OR
7. A Certified Commercial Investment Member designation; AND a New York State Land Surveyor Licensure; OR
8. A New York State Residential Real Estate Appraisal License; AND a New York State General Real Estate Appraisal License; OR
9. A New York State Residential Real Estate Appraisal License; AND a New York State Land Surveyor Licensure.
Candidates may also be appointed via the following:
Reassignment - Currently in the title and an employee of DEC Or
Reinstatement - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer section on a permanent competitive basis. Or
Transfer - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law. Or
55-b/55-c Appointment - Must meet the minimum qualifications above and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Additional Comments The starting salary for the Real Estate Specialist Trainee 1 is $52,198.
The starting salary for the Real Estate Specialist Trainee 2 is $58,247.
The starting salary for the Real Estate Specialist is $65,001.
