Position Overview: Aleut Environmental Remediation is seeking a Radioactive and Hazardous Waste Shipper - Broker to join our team to support multiple projects nationwide. Perform Radioactive and Hazardous Waste Shipper - Broker job functions as assigned by supervision. Candidate may be assigned to travel to remote locations to support projects as part of an integrated project team without direct supervision. Candidate must be self-motivated and able to work independently. Ability to analyze problems and implement solutions compliant with Aleut's safety and quality programs. Must be able to perform fieldwork in harsh conditions. Candidate may interface directly with clients while supporting multiple groups and projects. This position requires the ability to travel to CONUS and OCONUS project locations; more than 50% of travel is anticipated. The specific work assignment may include duties or activities in one or more of the following areas in addition to other duties as assigned: Develop waste characterization plans for various waste streams generated by decommissioning, demolition, and remediation activities.
Determine the appropriate receiving treatment and disposal facility for various waste streams.
Develop waste profile data to support shipment and disposal of waste streams.
Coordinate and perform vendor assessments of various hazardous and radioactive Treatment, Storage, and Disposal Facilities utilized by Aleut projects.
Provide guidance and instructions to field teams regarding sorting, segregation, size reduction, packaging, and securement of wastes generated from decommissioning, demolition, and remediation activities.
Complete shipping bills of lading and manifests, including NRC Form 540/541 and Uniform Hazardous Waste manifests for radioactive, hazardous, or mixed waste shipments.
Determine proper shipping names and appropriate packaging based on waste type and form.
Develop waste and transportation plans.
Determine and specify the marking and labeling of containers.
Determine placarding requirements for conveyances.
Coordinate receipt of wastes with treatment and disposal facilities, including shipment notification.
Determinate and qualify transportation companies for the movement of waste.
Inspects conveyances to ensure compliance with DOT requirements.
Interfaces with Radiation Safety Staff to obtain necessary radiological surveys of containers and conveyances.
Provide DOT-function-specific training to waste and project team members.
Determining appropriate containers and coordinating container inspections and loading.
Ensuring compliance with Federal Motor Carrier Safety Requirements (FMCSR).
Perform and document walk-downs of loaded conveyances before departure.
Ensuring drivers are briefed and equipped with the necessary paperwork before departure.
Maintain all shipping and waste disposal documentation as quality records.
Identify prohibited items in waste streams that require segregation and special handling.
Implement site procedures and plans for all facets of waste disposition.
Data entry and other job-related duties as assigned.
Qualifications and Requirements: Demonstrated commitment to safety and quality work
High school diploma or GED
Associate degree preferred
1 to 3 years of related work experience as a waste shipper or broker for hazardous or radioactive materials.
Ability to travel on short and long-term assignments more than 50% of the time. Travel is scheduled and coordinated in advance.
Familiarity with safety and environmental rules/regulations is preferred.
Good written and oral communication skills with the ability to work with clients and team members.
Self-motivated and able to work independently in remote locations without direct supervision.
40-hour HAZWOPER and current annual 8-hour refresher. Aleut will offer training to employees pre-employment if required.
Advanced training in DOT/IATA requirements for air, highway, and rail shipments of hazardous materials is required. Ability to complete and demonstrate competency in Aleut-provided safety training programs (e.g., radiation safety, asbestos, PCB, RCRA/hazardous wastes, DOT/IATA, FA/CPR).
Ability to read and understand complex instructions, procedures, and requirements.
Willingness to work in field conditions in adverse weather conditions.
Basic computer proficiency and literacy, including using the MS Office suite of applications to generate reports, spreadsheets, and data.
Proficiency in transportation management software (e.g., LowTrack)
Possession of a valid driver's license in good standing. Ability to travel by air or automobile for long durations.
Ability to pass a pre-employment physical, including pulmonary function test for respirator use.
Ability to pass pre-employment and routine drug and alcohol screening required for accessing federal facilities.
Ability to pass a pre-employment background check, which includes up to 10-year employment verification, DMV records search, criminal records search, and verification of education and certifications.
Ability to obtain and maintain a DOE Q or L security clearance. Level Determination: Specialist Levels (I, II, or III) are based on the Candidate's experience and education. Levels are generally determined as follows. NOTE: management will use this as guidance for entry and promotions; however, it may also factor other factors such as certifications, performance, safety, and quality of work into promotional considerations. An associate's degree may substitute up to 1 year of experience. A bachelor's degree may substitute up to 2 years of experience. Level I - 0 to 3 years of experience and basic knowledge in expertise.
Level II - 3 to 10 years of experience and general knowledge in expertise.
Level III - 10+ years of experience and advanced knowledge in expertise.
Supervision Exercised: Level II and Level III shipper-brokers may supervise less qualified or experienced staff when multi-person teams are deployed to assignments in remote locations without dedicated onsite Supervisors and Managers. Management will provide supervision duties before the field assignment so that expectations, responsibilities, accountabilities, and authorities are clearly understood and accepted by team members. Working and Physical Conditions: Tasks may require the Candidate to wear a respirator and other personal protective equipment (PPE). The candidate must meet site-specific fit-for-duty physical requirements and obtain any additional regulatory medical clearances (e.g., HAZWOPER) as required to support projects. Work may occur in multiple locations, including job sites undergoing remediation, demolition projects, operating facilities, and remote outdoor locations. Potential for exposure to hazardous substances and environments (e.g., radioactive materials, chemicals, biota, vegetation, water, temperature extremes, weather, slip-trip-fall hazards, heavy equipment, electricity, hazardous energy, falling objects, hand and power tools, and heavy equipment). Aleut Federal maintains a comprehensive safety management program to mitigate these hazards and maintain a safe, zero-incident working environment. Candidate must be physically able to perform light to moderate work - lifting, lowering, and carrying up to 50 pounds (lifting more than 50 pounds requires using a two-person "buddy system"), walking, kneeling, squatting, reaching, and manipulating containers. Ability to walk long distances on rough terrain, up and down slopes, while carrying equipment to the work location.
