Duties
  • Perform process measurement planning for data collection and analysis.
  • Assist supported organizations in creating Risk Assessments associated with Performance Work Statements and Quality Assurance Plans.
  • Perform contractor performance surveillance to provide reports for analysis.
  • Draft non-conformance reports to track corrective action plans.
  • Plan Contract Administration Services (CAS) with assigned team.
  • Serve as a technical authority to the requiring activity on matters of contract quality assurance and surveillance.
  • Serve as a Quality Assurance Specialist responsible for auditing contractors performance in accordance with the terms of the contract.
  • Monitor contractor compliance with the contractors quality control system.
  • Provide training to junior Quality Assurance Specialists and CORs in all areas related to QA and contract management matters.
  • Notify the contracting officer of deficiencies noted in reports.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:

(1) Reviewing production activities and contract quality requirements;

(2) Evaluating contractor performance through periodic audits and surveillance inspections; AND

(3) Managing a quality assurance program to determine effectiveness.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
