Job Description
Develops, implements and administers a quality assurance program to include developing quality management tools, monitoring quality, conducting audits, resolving programmatic issues, and ensuring compliance with established policies, procedures and all mandated federal, state and local laws and regulations. Performs and coordinates Human Resources functions for the department.
Management Scope: Trains and supervises exempt and non-exempt staff.
Responsibilities
1. Develops and coordinates quality management monitoring reviews and audits of all program activities to ensure compliance with applicable federal, state and local laws and regulations.
2. Designs and implements a quality management monitoring system, collects data, maintains records and generates reports.
3. Works in collaboration with staff, other departments and external agencies in resolving programmatic issues or creating corrective action plans related to any identified compliance discrepancies.
4. Researches state and federal regulations, recommends changes in program activities, coordinates the creation and update of applicable policies and procedures and monitors compliance.
5. Performs Human Resources functions in support of the department including hiring and training staff, coordinating work assignments, evaluating performance, and initiates disciplinary actions, if necessary. Consults with central HR as needed.
6. Reviews and analyzes department operations, processes and procedures, assists elected official/department head with development and implementation of appropriate changes to streamline operations. Solicits and secures donations for the improvement and benefit of the program.
7. Assists with the development of training materials and presentation of training sessions related to quality management and compliance.
8. Performs other duties as assigned.
Qualifications
Education, Experience and Training:
Education and experience equivalent to a Bachelor's degree from an accredited college or university in Education, Business Administration, or other job-related field of study. Three (3) years of direct professional work related experience.
Special Requirements/Knowledge, Skills & Abilities:
Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments, and the general public. Must possess a valid Texas Drivers License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.
Physical/Environmental Requirements:
Standard office environment. Ability to travel to various work site locations.
