I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 QA/Test Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of QA/Test Manager 2, Quality Assurance (QA) and Testing and the specifications outlined in this document for the Texas Health and Human Services Commission.
ll work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
4-7 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
The role of the software test manager is to lead the testing team. Test Manager plays a central role in the Team. The Test Manager takes full responsibility for the project's success. The role involves quality & test advocacy, resource planning & management, and resolution of issues that impede the testing effort.
This QA/Test Manager for WIC will supervise the post-development software application testing of WIC solutions used by state staff, clinic staff and participants. This test manager will work independently with minimal supervision from WIC management on planning testing efforts, including establishing schedules, monitoring resources, reporting test status, surfacing issues encountered during test, ensuring issues are resolved before updates are deployed and assuring the WIC program remains compliant to obligatory regulations and mandates. This role will work with test teams consisting of approximately 26 internal and external testers on testing multiple projects simultaneously and will be responsible for interfacing between functions within the program, liaising with Information Technology areas, working with local health departments, and coordinating with leads from other State Agencies.
Supports the program in the execution of preliminary functional testing, as well as user acceptance testing, logs any defects and communicates to the appropriate technical resources for defect resolution. Reviews test results data, performs test results data analyses, and prepares reports of test results. Devises new or revises old methods for software quality testing that will more effectively meet the requirements of the program.
Reviews and validates business requirements through participation in business development activities. Participates in non-technical system development activities (including the support of systems requirements and specifications development, as well as system design review) to meet business needs. Develops functional specifications for new and existing systems testing and procedures.
Creates and maintains appropriate testing plans and scripts for new or enhanced functionality for WIC systems. Prepares specialized and ad hoc reports through testing management systems.
Confers with management, helps define project scope(s), and advises management of the status and progress of projects. Communicates effectively to ensure that all quality assurance needs are being assessed and addressed to ensure our products meet or exceed performance targets. Effectively and accurately documents all quality assurance results and concerns as well as communicates to the Project Manager and/or management team; and proactively works to research or resolve any issues. Participates in planning all testing activities accordingly to ensure deliverables are timely.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. III. TERMS OF SERVICE
Services are expected to start 11/27/2023 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 1760 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 4616 West Howard Lane Austin, TX 78728. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.

Worker must sign an Acceptable Use Agreement as a condition of employment.
Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued.
Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement (HHS Form 3834) before a purchase order is issued.
Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.
By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement.
