Purchasing Specialist

OVERVIEW:

Under direction of the Senior Director of Procurement, the Purchasing Specialist will select and qualify vendors and contractors via competitive solicitations for the purpose of awarding and managing public and private sector contracts for a wide variety of goods, equipment, services and commodities required for use by multiple facilities of a transportation organization.

Key RESPONSIBILITIES:
  • Prepare, develop and solicit requests for quotes and invitations for bids, award purchase orders and contracts in a full and open competitive environment and conduct post-award contract administration.
  • Research marketplace for products and services, and source vendors and contractors who will meet or exceed the organization's technical and commercial requirements.
  • Contribute to cross-functional teams and assist in the development of specifications and scopes of work.
  • Arrange for and participate in vendor and contractor meetings, site tours and conferences.
  • Ensure vendors and contractors adhere to terms and conditions of contracts.
  • Analyze & tabulate offerings, process change notices & addenda and negotiate contracts as applicable.
  • Verify contract documentation meets or exceeds mandatory rules, regulations and audit requirements.
  • Become proficient in federally funded procurements in accordance with current FTA Circular 4220.1F.
  • Create procurement reports, track savings and resolve vendor, contractor and user disputes & claims.
  • Participate in procurement and industry-related conventions and expositions.
  • Perform other procurement-related duties and ad-hoc projects, as assigned.
QUALIFICATIONS:
  • B.S. in Supply Chain Management, Business, Economics, Finance or other related field of study, plus three (3) years of applicable experience, or an appropriate combination of education and work experience.
  • Knowledgeable of the private and/or public sector purchasing functions.
  • Excellent written and verbal communications skills.
  • Strong problem-solving, negotiation, interpersonal and analytical skills.
  • High work ethic - can perform with minimal supervision and guidance.
  • Organized self-starter who works well on team assignments and on an individual basis.
  • Working knowledge of Microsoft Office Suite.
  • Experience working in a procurement department of a transportation organization, is a plus.
  • Experience with Procurement-Purchasing Management Software, is a plus.
  • C.P.M., CPSM, CPPO, CPPB, CPSD and/or other applicable procurement designation, is a plus.
