Help Duties You will provide and develop policy, oversight, and guidance as the subject matter expert on all functions relating to contracting services, small purchases, and inventory functions to the Comptroller, COMNAVSAFEOM staff, and subordinate echelons. You will complete purchases using Government Purchase Card and ensure purchases follow policy. You will compile bidders list from qualified bidders' applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, etc. You will interface with contracting personnel throughout the acquisition process in order to facilitate the flow of information and expedite contracting actions to contract award. You will provide procurement advice and assistance regarding contracting rules and requirements to ordering officers and others involved in the procurement process. You will complete physical inventories and work within the Defense Property accountability System (DPAS) to create, update, or remove assets. You will manage the supply warehouse and ensure it is organized and stocked. Help Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Specialized experience must demonstrate the following: 1) Analyzing and reviewing procurement requisitions to determine specifications are accurate and coordinate changes as necessary; 2) Reviewing purchase requisitions for conformity to existing laws, regulations, and instructions prior to executing the procurement in accordance with the Federal Acquisition Regulations (FAR); 3) Conducting pre-award and post-award functions required in order to negotiate and award a wide variety of small purchases; and 4) Ensuring the most advantageous method of procurement in unstable conditions due to frequent price changes, supply shortages, or reluctant suppliers.
