By joining the Division of Waste Management, Program Planning and Administration Branch as a Purchasing AgentII in Franklin County, you will have the opportunity to establish complex personal service contracts, servesas a lead in the evaluation of proposals, prepare requests for approvals (RFPs), create complex requisitionsfor technical non- professional services for EEC and monitor purchases made for conformance with the ModelProcurement Code (KRS 45A) and Finance & Administration Cabinet (FAC) policies and procedures.
Holders of the Purchasing Agent II position will complete tasks such as:
- Serve as a ProCard Administrator for the Division monitoring employee ProCard usage by obtaining receiptsfrom employees to track purchases and ensures employees know the rules and regulations on the use of theProCard.
- Responsible for paying invoices and contract payments.
- Serve as a back up to complete all travel documents.
- Serve as the inventory main point of contact for the division to keep inventory up to date and fixed asset shells completed timely.
- Serve as backup person to delegate the mail received and log checks for deposit as needed.
Holders of this job will learn the following skills:
- Processing eMARS documents, including but not limited to Procard (PRCC), travel payments (TP), Fixed Asset shells (FA), RFP, General Accounting Expense (GAX), Internal Transaction Agreement (ITA)/Internal Transaction Initiator (ITI).
- Creating eMARS documents and running eMARS reports
Desired candidates possess the following requisite skills or experience applicable to the position:
- eMARS knowledge
- Microsoft Office knowledge, including Office 365
- Previous procurement experience
- KY Certified Procurement Analyst (KCPA) and KY Certified Procurement Specialist (KCPS) certification preferred

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Five years of purchasing experience.
Substitute EDUCATION for EXPERIENCE:NONE
Substitute EXPERIENCE for EDUCATION:Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.
