Marketing Statement

Under the General Supervision of the Director of Compliance and Security Operations, gathers, extracts, researches, and evaluates data and information to assist in the resolution of criminal investigations and inform strategic decision making for the Philadelphia Housing Authority's (PHA) Public Safety Division. This position organizes and presents the data in regular reports and advises on their findings to Command Center Staff. This position interacts with other members of the city, state, federal law enforcement and intelligence community worldwide, and utilizes statistical data from various databases and software. This role develops analytical tools, collects and analyzes data, and presents data in an easily digestible and actionable manner. The incumbent will represent PHA at inter-agency committees, writing and presenting intelligence briefings when appropriate. Performs related duties as assigned.

Annual salary range: $53,700 - $63,500

Limited travel throughout the City of Philadelphia, and limited travel to other meeting sites as warranted.

Minimum education

Bachelor's Degree in Criminal Justice, Information Systems, Public Administration, Computer Science or related field and or equivalent combination of education, experience and training.

Minimum experience

Two (2) years of related experience in analyzing crime and/or intelligence information for a military, government or law enforcement agency.

Competencies (Skills, knowledge, abilities)

Ability to apply research and reporting methods, tools and techniques; Knowledge of statistical analysis techniques and reporting; Knowledge of data gathering, cleaning, management, and interpretation; Knowledge of federal, state, and local law enforcement databases and ability to stay abreast of new data sources; Knowledge of federal, state, and local standards and guidelines regarding the use of law enforcement/criminal database systems and repositories; Knowledge of federal, state, and local law enforcement policies regarding reporting and use of reported data; Ability to communicate effectively, both oral and in writing, to all populations; Microsoft Office Applications skills - Word, Excel and PowerPoint; Demonstrated skills utilizing data presentation software such as Tableau, Microsoft Power BI, Microsoft PowerPoint, etc.

Responsibilities

Design and maintain daily reporting sheets and master databases with available data including crime stats from Office of Public Safety (OPS), Records Management System (RMS), Philadelphia Police Department (PPD) Notifications, Public Safety Officer Data, ShotSpotter system and data concerning shootings citywide; Synthesize information gathered (eg, criminal history and law enforcement databases, case files, ballistics reports) from various data sources to determine and track PHA involvement via data integration; Cross-check information from various reporting sources to fill in gaps and ensure accuracy; Update internal and external databases; create and/or maintain statistical dashboards for a variety of datasets, including, but not limited to Shotspotter, crime stats, gun crimes, shooting victims/locations; Identify crime patterns and trends and provide detailed reports to Public Safety Leadership Command Staff; Attend crime statistics and intelligence committee meetings with Public Safety Command Leadership Staff; Provide input and recommendations on deployment decisions based on the interpreted data; Stay abreast of data management solution and trends and advice staff appropriately; Assist in the preparation of reports to PHA executive Staff.
