Minimum Qualifications:

Bachelor's Degree in English, creative writing, public relations, marketing, journalism, business or a related field required; supplemented by five years of experience in public relations, communications or marketing to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:

The purpose of this classification is to manage communications and public relations regarding the programs and activities of the County, including marketing and promotions, media management, and special events. This classification is distinguished from Public Affairs Officer, Senior in that incumbents in this classification provide day-to-day supervision to other Department of External Affairs staff and provide high-level communications support, including crisis communications, and media management as needed.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Manages public relations activities for assigned County departments: prepares communications plans for departments, programs and special events; advises departments and County officials regarding media and public relations matters; recommends strategies; provides assistance and guidance to all departments regarding media contacts and interest, publication and image matters; assists with crisis communications, complex problem solving, and provides technical expertise.

Writes and coordinates the publication and distribution of marketing and promotional materials, including newspaper articles and advertisements, press releases, brochures, fliers, etc.: proofs and edits materials created by subordinate staff; receives and responds to media inquiries and questions; provides print and broadcast interviews as needed; manages essential and time critical communications activities; monitors media coverage of County activities; and represents the County at events.

Participates in a variety of internal working groups; develops public information campaigns: develops plans, goals and strategies and makes recommendations regarding public relations and communications; coordinates with stakeholders and consultants; develops and monitors consultant assignments; designs and implements training programs; and facilitates meetings.

Develops, recommends, implements and manages strategies for civic and employee engagement: establishes goals and timelines, identifies target audiences and key messages; coordinates with internal and external agencies; assigns and/or writes stories for newsletters and other internal communications; publicizes engagement opportunities; prepares and edits presentations and collateral materials; develops and manages social responsibility and employee recognition programs.

Manages a variety of technical applications, including social media, web, mobile applications, e-news, e-mail and others: manages content for internal and external audiences; develops email newsletters; works with vendors to prepare technology platforms; provides technical support to application users as needed.

Ensures compliance with established policies and procedures.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including staff and board activity reports; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including performance reviews, committee updates and reports, press releases and communications materials; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, desktop publishing, spreadsheet, database, presentation, Internet, e-mail, or other software: and operates general office or other equipment as necessary to complete essential functions.

Communicates with County officials and department heads, supervisor, other employees, third party service contractors, the media, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

May serve as the lead photographer for programs and special events.

SPECIAL REQUIREMENT:

All applicants must agree to and successfully pass a background investigation, drug screening and polygraph to be considered for employment with the Fulton County Sheriff's Office.

Examination:The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
