Job Summary: We are seeking an experienced Proposal Writer with a strong background in U.S. Federal Government contracting to lead and support the development of compelling, compliant, and competitive proposals. The ideal candidate will have hands-on experience responding to U.S. Department solicitations (RFPs, RFQs, RFIs, etc.), deep familiarity with federal contracting vehicles (GSA MAS, IDIQ, BPA, etc.), and knowledge of small business set-aside programs.
Key Responsibilities:
- Research, analyze, and interpret U.S. federal solicitations (SAM.gov, GovWin, Beta.SAM, etc.) to ensure compliance and alignment with requirements.
- Lead and contribute to the development of high-quality, persuasive proposals for federal agencies (DoD, DHS, HHS, DOE, etc.).
- Collaborate with subject matter experts (SMEs), capture managers, and business development teams to craft winning strategies.
- Ensure proposals meet FAR/DFARS requirements and adhere to evaluation criteria.
- Manage proposal schedules, outlines, compliance matrices, and color team reviews (Pink, Red, Gold Teams).
- Leverage knowledge of federal contract vehicles (GSA Schedules, IDIQs, GWACs, etc.) to enhance proposal positioning.
- Support small business set-aside opportunities (8(a), HUBZone, SDVOSB, WOSB) and ensure eligibility compliance.
- Maintain a repository of past performance, corporate capabilities, and boilerplate content for reuse.
- Stay updated on federal procurement trends, agency priorities, and competitor analysis.
Required Qualifications:
- 3+ years of direct experience writing proposals for U.S. Federal Government contracts.
- Proven track record of successful submissions and wins in federal contracting.
- Strong understanding of SAM.gov, GovWin, FPDS, and other federal procurement platforms.
- Familiarity with GSA Schedules, IDIQs, BPAs, and other federal contracting vehicles.
- Knowledge of FAR/DFARS, federal acquisition processes, and evaluation factors.
- Experience with small business programs (8(a), HUBZone, SDVOSB, WOSB) and set-aside contracting.
- Excellent writing, editing, and communication skills with attention to detail.
- Ability to work under tight deadlines and manage multiple proposals simultaneously.
Preferred Qualifications:
- APMP Foundation/Specialist certification or equivalent.
- Experience with Shipley or similar proposal development processes.
- Background in technical writing, grants, or federal contract management.
