Application: apply here, or on our Careers - Metronome , email your resume to The Proposal Manager is responsible for all managerial and administrative aspects of proposal development-ensuring the security and integrity of all proposal documentation, coordinating internal flow and review of all proposal inputs, and directing production of the final proposal product. AI and Automation: Leverage AI-driven tools to streamline proposal development workflows, automate compliance checks against DoD solicitations (RFP, RFQ, RFI), and enhance response accuracy, efficiency, and speed.
Conduct full life-cycle proposal management, including pre-request for proposal (RFP) related activities; oversee or draft, review, and finalize various proposal volumes (including content, style, formatting, and graphics); and manage proposal submission-related activities. Collaborate with Contracts to prepare data calls for prime bids and respond to data calls when a sub.
Maintain the folder and electronic file structure, archive, and backup capability and procedures for all proposal materials on the team's server system. Maintain electronic proposal file access and tracking protocols for ensuring the security and integrity of all proposal documentation. Control access to the proposal area and sensitive or proprietary materials. Develop compliant templates and annotated outlines for proposal sections/volumes.
Manage and/or assist with the production of draft and final text and graphics; maintain real-time development status of all proposal text and graphics. Establish and maintain proposal schedules, from the kick-off meeting, through color team reviews, to final production and submission.
Lead focused, effective proposal meetings to ensure appropriate progress.
Analyze RFPs to identify all requirements; oversee the development of compliant annotated outlines for proposal sections/volumes.
Develop and maintain proposal compliance matrices.
Define style conventions based on corporate standards and individual RFP requirements.
Assist with the development of win themes, value propositions, and discriminators.
Identify, obtain resources for, and work with resources needed for completing proposals and/or responses to requests for information (RFIs), as necessary.
Manage, write (non-technical content), and edit proposal response documents, as necessary.
Interview and debrief subject matter experts (SMEs) (e.g., technical and functional personnel) to develop accurate, compliant, and compelling content for all sections/volumes.
Interface with Contracts, Pricing, Human Resources, and executive team to ensure compliance with all requirements.
Coordinate the internal flow and review of all proposal inputs and outputs, including scheduling and conducting color team/technical reviews, in-briefing review team members, obtaining review team feedback, and conducting color team/technical review recovery efforts including assignments for incorporating reviewer feedback.
Respond rapidly to RFP amendments and make necessary changes/adjustments across the team.
Perform a final review of all documents and sign off on their production and submission readiness and request a final review from leadership.
Direct the production, reproduction, and binding/packaging of proposal reviews, final master proposal, and all hard/soft copies.
Ensure proposal compliance, including submission compliance, via the Government-mandated means (e.g., email, web portals, CDs, paper copies, etc.).
Participate in post-submission proposal lessons learned sessions.
Other duties associated with the Proposal Manager position, as directed by the Director of Proposal Operations. Required Skills Must be a U.S. Citizen.
2+ years of experience with management of proposal development and capture efforts for government clients.
Expertise creating proposal-related documents: compliance matrixes, win themes, proposal outlines, schedules, proposal-related questions, storyboards, color review documents, final proposal documents, and oral presentation materials.
Experience drafting content for proposals (e.g., executive summary, past performance, etc.)
Experience managing small- to large-scale strategic proposals to primarily Federal Government agencies.
Experience developing and maintaining effective internal and external business relationships with industry partners and internal SMEs.
Experience using SharePoint sites, pipeline management tools, and databases to manage and execute the proposal life cycle.
BA or BS degree.
Exceptional verbal and written communication skills, with excellent research, reading comprehension, analytical thinking, and problem-solving skills.
Strong interpersonal skills and ability to lead and work productively with team members.
Ability to work independently with minimal supervision.
Ability to shift priorities in a fast-paced, deadline driven environment and manage to tight deadlines in a team environment.
Proficient use of Microsoft Office products (e.g., Word, Excel, PowerPoint, SharePoint, Adobe Pro, etc.).
Experience managing the proposal development process in accordance with Shipley-based best practices. Desired Skills Able to convey one's values and how they translate into professional success.
Possession of excellent organizational and project management skills.
Experience managing Small Business Innovation Research, Commercial Solutions Opening (CSO), and/or Other Transaction Authority (OTA) responses is preferred.
Experience developing video proposals for Federal marketplaces is preferred.
Documented success bidding on and winning Federal, state, or local government procurements.
Association for Proposal Management Professionals certification is preferred.
Ability to travel, as needed (minimal).
Successful experience with large complex Government-wide Acquisition Contract (GWAC) and Indefinite Delivery/Indefinite Quantity (IDIQ) proposal efforts is preferred.
