Job Responsibilities:
• Lead and manage the Proposal Team to strengthen its performance through the development and tracking of Key Performance Indicators as well as training and development of the staff.
• Take ownership of the full spectrum for Proposal Delivery functions, planning and coordinating the resources to move capture efforts through progressive milestones and then produce winning proposals.
• Develop project plans, schedules, and briefing material to support proposal project management requirements.
• Drive the development of overarching proposal solutions, win themes, and team discriminators based on insights developed during the pre-RFP capture process.
• Participate in proposal reviews and provide hands-on support to assessing and improving proposal documents.
• Coordinate resource allocations, writing assignments, writing milestones, subject matter expert reviews, and schedule/deadline monitoring throughout the proposal life cycle.
• Establish and implement successful capture strategies to measurably increase PWIN.
• Facilitate technical gap analyses and forge corporate partnerships to be best positioned for upcoming RFPs, including the development of strategic teaming arrangements. Education/Skills/Qualifications:
• Bachelor's degree in Management, Business, Communications, or a relevant Business or Liberal Arts discipline from an accredited University
• Minimum of 10+ years of Federal Government contracting experience
• Experience responding to RFPs in support of the DoD/IC is preferred
• Successful track record of developing capture strategy and business solutions at the manager / supervisor level
• Outstanding verbal and writing communication skills
• High attention to detail and ability to liaison with multiple inter-related departments
• Strong organizational skills and the ability to meet strict deadlines Clearance Required: Ability to obtain a Secret Clearance
