Proposal/Capture Manager - Located in San Antonio, Texas Job Description The Proposal/Capture Manager is responsible for managing the proposal project life cycle in full, which includes the completion, supervision, and fulfillment of RFP responses with a focus on garnering new business and the retention of existing business. This position develops the proposal team through mentoring and strategizing to align with company goals and objectives. The Proposal/Capture Manager oversees the development of proposals, bids, quotations, and other documents as well as proposal specialists to strategically position organizational services in response to requests from prospective clients. The Proposal/Capture Manager will successfully lead cross-functional teams to identify key strategic and tactical issues, create solutions, and implement actions regarding RFPs/RFIs/RFQs. Responsibilities include the introduction and implementation of all necessary proposal procedures and processes. This is a highly networked role that requires an ability to work under pressure with challenging deadlines. Responsibility across multiple, concurrent projects, this position is characterized by shifting priorities, stringent deadlines, last minute requirements, and frequent evening/weekend hours to accomplish tasks for client deadlines. Review and provide oversight for all existing contracts and assist in administration of awarded contracts and sub-contracts. Responsibilities Lead Strategic Capture Efforts: Develop and execute comprehensive capture strategies for securing new business opportunities within the DOD and related sectors. Market Analysis and Research: Conduct thorough analysis of market trends, competitor capabilities, and potential funding sources to inform capture strategies. Cross-Functional Collaboration: Collaborate with internal teams, including business development, engineering, and proposal management, to ensure alignment and successful bid preparation. Customer Relationship Management: Build and maintain relationships with key stakeholders and decision-makers within the DOD to enhance competitive positioning and identify new opportunities. Proposal Development Oversight: Oversee the proposal development process, ensuring compliance with DOD requirements and alignment with the organization's strategic objectives. Primarily responsible for the design, development and delivery of compliant, professionally produced and customer-focused proposals within customer defined timeframes. Manage the proposal process from cradle to grave to include content design, development, and review. Review and analyze draft and final RFPs and related documents Develop a capabilities matrix for team members Prepare all supporting proposal development documentation (compliant proposal outline, page allocation, team assignments, schedule, kick-off meeting materials, writing templates, data calls). Develop detailed proposal schedule and ensure adherence to all deadlines. Schedule and lead proposal kick-off meetings, storyboarding sessions, facilitating key review meetings/final document review, coordinating proposal governance/sign-off Coordinate the use of all outside proposal resources/consultants, to ensure timely, cost-effective support. Collaborate with the capture team and executive leadership to gain an appropriate understanding of the win strategy to ensure the response clearly conveys the proper business perspective, key messages, value proposition, and differentiators against our competition. Ability to coach teams and subject matter experts in persuasive writing and proposal best practices Provide interface between customer, proposal team and corporate leadership Assemble, review, edit proposal inputs from a variety of stakeholders typically involving contributions from functional business units to include business development, finance, IT, human resources, legal and various program managers. Identify gaps in proposal requirements and work with the team to address gaps for a compliant response Participate and/or lead Blue, Pink, Red, and Gold Team reviews. Performs substantive reviews of both text and graphics, ensures the assigned writing sections comply with RFP requirements, contain win strategies and win themes, and comply with standard format and style criteria. Document production and delivery of the completed proposal include printing, binding, making CD and shipping. Track and report status of all proposal elements to the proposal team and the President/CEO Basic Qualifications BA / BS degree in Business or Technical Field Proven ability in planning, producing and delivering compliant proposals within a complex business environment. Experience should include leading proposal volumes; researching, writing, and editing compliant proposal content; and participation in color reviews. General knowledge of Federal Government contract types (IDIQ, FFP, T&M, CPFF), and technical proposals for the Department of Defense and other Federal customers. Basic understanding of Federal government procurement policies and practices. Preferred Qualifications Preferred, Shipley Certification Experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings / final document review, coordinating proposal governance / sign-off, document production and delivery of the completed proposal. Demonstrated ability to multi-task, effectively manage time, and keep pace in a dynamic environment while staying organized and following-up on critical items for multiple, often simultaneous, projects. Experience working with teams and subject matter experts to develop persuasive writing and follow proposal best practice. Strong interpersonal communication (written and oral) skills. Must have the ability to present information to all levels of the internal organization and to external team members. Solid performance in organizing and motivating small and large diverse teams to come together as one in the pursuit of winning. Excellent research skills and the ability to effectively gather information needed from files, team members, and senior staff members through interviewing techniques. Ability to meet tight deadlines and adjust to changing priorities. Willing to work varied schedules with high levels of overtime as driven by proposal demands. Proficiency with Microsoft Office Suite (particularly Word, Excel, and PowerPoint) is required. Demonstrated time management and multi-tasking skills. Must work on multiple proposals and tasks simultaneously. Experience with reading, analyzing, and interpreting government solicitations.
