JOB SUMMARY:

Under general direction of the NETCOM Manager, the incumbent performs secretarial and administrative support duties independently for the Criminal Investigative Division, Records Division and assists in the Police Property Room. Position requires regular contact with the public/law enforcement agencies in situations that affect the accomplishment of the job. Contact may deal with sensitive and confidential issues and occasionally involves conflict, which requires considerable judgment and tact.

ESSENTIAL JOB FUNCTIONS:

  1. Compose correspondence using correct English (i.e. grammar, punctuation, spelling, and clarity), and proofread/edit department documents and manuals. Writing includes creating computer forms, editing and preparing reports from raw data, maintaining database and spreadsheets.
  2. Make suggestions/recommendations and implement new office policies and procedures.
  3. Basic administrative skills include file maintenance, answering telephones/messages, duplicating, ordering supplies, making appointments.
  4. Assists Police or other City staff with the procurement and implementation of new equipment and/or software applications related to the collection, storage, organization, security and dissemination of digital media.
  5. Assist and complete the process of filing cases with Tarrant and Denton County DA's and Tarrant County Juvenile Office for Civil and Criminal Process, including all required documentation, videos and supporting documentation.
  6. Coordinates with Property/Evidence staff to address technical issues related to the submission of evidence for prosecution of criminal cases by local, county, state or federal courts. Position may provide assistance to other law enforcement agencies by providing digital media conversions, formatting or duplication of media.
  7. Assists with the analysis and enhancement of digital media (video, audio and photographic) for use by investigators or others.
  8. Testifies in criminal or civil court or other public hearings to verify the integrity of evidentiary data collected or the protocols followed for collection.
  9. Coordinates with IT staff, Tarrant and Denton County DA's and Tarrant County Juvenile Office, and vendors to provide support for hardware and/or software technology systems related to digital media.
  10. Schedules and coordinates software upgrades related to digital media with vendors and/or IT staff.
  11. Assists with training of Police staff in the use of new hardware and/or software applications related to digital media.
  12. Must obtain and maintain TCIC/NCIC access.
  13. Performs all other related duties as assigned.
  14. Arrive at work every day on time, in good physical and mental condition.
  15. Responsible for processing incoming and outgoing evidence, handling paperwork associated with evidence submission to the lab, research cases to see what disposition is so that a form can be sent to the court for destruction order, sending evidence destruction orders to the proper court for the judge's signature, and processing evidence destruction orders for items to be destroyed.
  16. Package all drugs and blood for the lab.
  17. Process items for destruction to either be destroyed, burned, auctioned, or disassembled.
  18. Research and locate owners on found/abandoned property, notify them via certified mail that their property is at the Keller Police Department, and release property items (safekeeping, evidence, lost & found).
  19. Maintain a filing system for all property that has been destroyed, auctioned, or return to owner.
  20. Perform yearly audits and inspections according to TPCA accreditation and CALEA.
  21. Maintain a certification in Property Management every two years.
OTHER JOB FUNCTIONS:
  1. Transport materials between facilities.
  2. Lift, carry, push, pull and hold up to 35 pounds.
  3. Drive a vehicle to run department errands.
  4. Ability to understand and follow verbal and written instructions, to coordinate multiple assignments and tasks and to work independently with little supervision.
  5. Ability to work and communicate effectively with City employees and the public.
  6. Ability to sit for extended periods of time to operate required equipment, including computer keyboard, printer, copier, and telephone and fax machine.
  7. Ability to maintain accurate records and files on all property with attention to detail.
  8. Ability to work well with other agencies.
  9. Ability to testify in legal proceedings.
  10. Other duties as assigned or directed by a supervisor.
MINIMUM QUALIFICATIONS:
  1. High school diploma or a GED equivalent.
  2. Two (2) years clerical experience that includes performing data entry accurately
  3. Knowledge of modern office practices, procedures, and equipment (e.g. computer systems and software, copy machine, fax machine, telecommunication equipment).
  4. Knowledge of computer, and software applications (i.e. word processing, spreadsheets, database management, desktop publishing, graphics and electronic communication).
  5. Ability to analyze complex reports, and organize and prepare regular and special reports.
  6. Capacity to understand and carry out moderately complex verbal and written instructions, and make minor decisions in accordance with established procedures.
  7. Aptitude to make arithmetic computations accurately with reasonable speed.
  8. Good verbal, interpersonal, and written communications skills.
  9. Ability to establish and maintain a positive working relationship with fellow employees and the community.
  10. Ability to interpret Federal and State privacy and security guidelines.
  11. Competency to handle confidential records concerning juveniles, arrests, and classified police reports.
  12. Working knowledge of the Federal and State Open Records Act, Privacy Act, Uniform Crime Report System, National Incident Based Report System and retention scheduling and maintenance.
  13. Have a safe driving record.
  14. Able to submit an application and pass an alphanumeric typing test at 20 words per minute with 85% accuracy and ability to operate a computer. Able to submit a personal history statement and pass a thorough background investigation. Able to pass a post offer medical and psychological examination.

Work generally performed in a climate-controlled office with minimal exposure to outdoor weather conditions. While performing the duties of this job, the employee is constantly required to read a computer screen or documents, grasp, handle, feel, type, listen, hear, reach, see, speak, sit, walk and stand for longs periods. The employee is frequently required to bend, stop, crouch, carry, and lift up to 35 lbs. Hours are generally from 8:00 a.m. to 5:00 p.m., Monday through Friday; or 7:30 a.m. to 5:30 p.m., Monday through Thursday; however, occasional overtime may be required.
