ABOUT THE DEPARTMENT The Tax Collector Section is responsible for the collection of Secured Property Taxes, Supplemental Property Taxes and Unsecured Property Taxes. Each division of the tax section performs essentially similar activities such as billing, receipt and deposit of funds, record management, and receipt reconciliation. Approximately 89,000 secured tax bills, 12,000 supplemental tax bills and 16,000 unsecured tax bills are processed each year. The Tax Collection staff provides processing expertise; information and assistance to individual taxpayers and mortgage professionals; and oversees tax defaulted or delinquent tax payments, selling delinquent property under the approval of the Board of Supervisors. The mission of the Shasta County Treasurer-Tax Collector-Public Administrator's Office is to provide quality service in performing the duties of this office, which include: To receive and safeguard the monies belonging to the County and other agencies in the treasury; to collect all secured, unsecured and supplemental taxes; and to administer the estates of decedents when necessary. ABOUT THE POSITION PROPERTY TAX SPECIALIST I: Under close supervision, to learn to perform a variety of specialized detailed clerical procedures and manual labor duties related to the operations of the Treasurer-Tax Collector; learn, interpret, and implement statutory regulations and policy; and to perform related work as required. PROPERTY TAX SPECIALIST II: Under general supervision, to perform a variety of more complex clerical duties related to the operations of the Treasurer-Tax Collector; to assist in training of entry level staff; interpret and implement statutory regulations and policy; and to perform related work as required. PROPERTY TAX SPECIALIST III: Under minimum supervision, to perform the most complex or uniquely important clerical and support duties related to the operations of the Treasurer-Tax Collector; to work in a lead capacity; to assist in training of staff; interpret and implement statutory regulations and policy; and to perform related work as required. DISTINGUISHING CHARACTERISTICS PROPERTY TAX SPECIALIST I: This is a specialized entry-level class in the Property Tax Specialist series. Under close supervision, incumbents learn to perform routine, less complex tax collection functions and procedures, increasing in complexity with time and training; to perform a variety of clerical and manual labor duties and interpret laws, confidential regulations, and policies related to the operations of the Treasurer-Tax Collector. PROPERTY TAX SPECIALIST II: This is a specialized journey level classification within the Property Tax Specialist series. This classification is distinguished from the Property Tax Specialist I by the level of responsibility assumed, complexity of duties assigned, and independence of action required. Incumbents are fully competent to perform a full range of more complicated duties related to tax collection functions and procedures and are able to review and interpret new, revised, and current laws, confidential regulations, and policies related to the operations of the Treasurer-Tax Collector. PROPERTY TAX SPECIALIST III: This is a specialized advanced journey level classification within the Property Tax Specialist series. This classification is distinguished from the Property Tax Specialist II by the level of responsibility assumed, independence of action required, working in a lead capacity, and performing advanced journey level support duties and projects typically not assigned to a Property Tax Specialist II. Incumbent conveys and interprets the revised and current laws, confidential regulations, and policies related to the operations of the Treasurer-Tax Collector. May perform lead duties in absence of the Senior Property Tax Specialist. IDEAL CANDIDATE The ideal candidate will have at least six month's experience within the last five years in accurate cash handling, working with increasingly complex regulation and policy while upholding strong integrity and compliance to security protocols. Should be eager to provide quality customer service in performing the duties of this office. The ideal candidate can problem solve and is willing to continue to learn and grow within their duties. PROPERTY TAX SPECIALIST I: Learns and performs a wide scope of less complex specialized financial and statistical record keeping work relating to the preparation, processing, and collection of taxes: affects the collection of delinquent and current taxes by correspondence or other recovery methods which are made available; assists the public at the counter or on the telephone, provides research for difficult tax inquiries, and routes to appropriate staff member or department; explains and implements basic statutory legal regulations, Revenue and Taxation Codes, policies, and procedures to the public; accepts and balances large volumes of cash and checks daily for the collection of secured taxes, unsecured taxes, delinquent taxes, installment plans, occupancy taxes and tax clearances; identifies a variety of difficult account and statistical record keeping problems related to the collection and resolves the issue by preparing refunds for duplicate or excess tax payments, due notices, and pending roll changes; researches and calculates impounds for tax clearances; processes, scans, verifies, and balances check payments received for taxes or other accounts receivable on tax software and collection systems; prints reports for balancing and preparation of electronic bank transport and the deposit; manages caseload of assigned clients for collection of unsecured taxes; researches, prepares confidential records, and serves legal documents on individuals, businesses, and banks for the purposes of seizing bank accounts and intercepting state tax returns for non-payment of unsecured taxes; maintains safe keeping of confidential records including social security numbers, bank account numbers, and credit card information; learns to prepare the daily deposit using the County's financial system and submitting to the Treasurer's Office; assists and participates in the delinquent property tax sale, which includes accepting payments and processing receipts to the successful bidder; sorts, copies, and files a variety of information. PROPERTY TAX SPECIALIST II: In addition to the Property Tax Specialist I duties, incumbents perform a wide scope of the more complex, specialized financial and statistical record keeping work relating to the preparation, processing, and collection of property taxes; affects the collection of delinquent and current taxes by direct contact, extensive research, correspondence, or other recovery methods which are made available; researches, implements, and explains statutory legal regulations, Revenue and Taxation Codes, policies, and procedures to the public; prepares roll changes including processing and reversing payments due to misapplied transactions or non-sufficient funds, cancellation of penalties, and segregation of taxes; processes subdivision and mobile home impound accounts, which includes estimating, impounding, maintaining records, balancing, disbursing of tax monies, and preparation of refunds; issues mobile home and vessel tax clearances; examines release of lien reports and exports to the recorder; prepares and records release of power to sell documents and satisfactions of judgment documents; prepares journal entries for transferring funds; reviews, analyzes, and maintains trust report records to send written communications for refunds and due notices and any issues that arise from payment processing; analyzes reports and counts an abundant amount of cash to prepare the daily deposit using the County's financial system and submits to Treasurer's office; electronically sends checks to the bank daily; answers multiple routine inquiries about taxes; researches abstracts and estimates payoffs; produces and examines a variety of computer generated reports and listings; sorts, copies. and files a variety of information; assists in the preparation, research, collection, and processing of Transient Occupancy Tax Returns; assists and participates in the preparation of the delinquent property tax sale, which includes accepting payments and processing receipts to the successful bidder; trains less complex duties to the entry-level staff . click apply for full job details
