Job Description

The Real Property Maintenance Manager (RPM Manager) is responsible for the oversight of all aspects of the RPM organization to include the Recurring Work Program (RWP) and service calls for facility maintenance, utility systems, fuels facilities, power production, fire suppression system maintenance, and airfield lighting and aircraft arresting system maintenance. In addition, the RPM Manager will oversee and manage the preventive maintenance program with responsibility for program design and coordination with the customer.


MAJOR RESPONSIBILITIES AND TASKS/DUTIES OF THE POSITION

Assess cost-effectiveness of products, projects or services; track actual costs relative to bids as the project develops, and preparation of related reports/documents

Consult with clients, vendors, and personnel in other departments or construction foremen to discuss and formulate estimates and resolve issues

Prepare estimates used in selecting vendors or subcontractors, as well as those used by management for purposes such as planning, organizing, and scheduling work

Conduct site visits and record information about access, drainage and topography, and availability of services such as water and electricity

Guide work reception and warehouse operations

Oversee personnel-related duties including matters such as scheduling, employee engagement activities, completing performance reviews, investigations, and reporting of accidents and related documents

Conduct weekly/monthly meetings on safety-related topics and practices, documenting attendance

Ensure proper display of safety placards, posters, and related materials

Oversee the updating of safety manuals and regulations as needed

Confirm employees' adherence to safe work practices, guidelines, and policies including the wearing of personal protective equipment (PPE)

Deliver/coordinate training and maintain accurate records of course completion

Any and all other duties assigned by your manager


JOB-SPECIFIC COMPETENCIES

EXPERIENCE: Minimum of 10 years' experience in a combination of construction, maintenance, and operation of facilities and utilities. Experience in operation and maintenance of utility plants and systems is highly desirable. Minimum of six years management level experience in any of the above areas at the management level. Familiarity with Sec 106 of the National Historic Preservation Act.

SKILLS:

Must have good communication skills, have the ability to read, write, speak, and understand English

Working knowledge of MP-2 Maintenance Program

Excellent customer service skills

Proficiency in Microsoft Products, Outlook, Word, Excel, and PowerPoint

Ability to adapt to changing work conditions

ADDITIONAL:

Hands-on ability to work in a team-oriented environment

Comply with all policies, safety guidelines, and procedures; follow all contract specifications and maintain compliance

Must have a government security clearance or ability to obtain upon hire

EDUCATION AND CERTIFICATION

HS Diploma or GED required; Associates or Bachelor's degree desired

Valid Driver's License

PHYSICAL REQUIREMENTS

The work environment, while generally hazard-free, may include some exposure to dust and varying temperatures. This position requires the individual to work both inside and outside, sometimes in inclement weather conditions. Light to moderate physical effort is required while performing operations such as inspections and hands-on guidance and training. May require lifting up to 50 pounds with or without assistance. Constant walking and standing for extended periods of time may be required. Reaching, bending, pushing, pulling, climbing, kneeling, and balancing may be needed. Climbing on tanks, rigging, and other equipment, along with the ability to work in tight/confined spaces is required.


WORK HOUR REQUIREMENT

This position is full-time (40 hours per week) and may include extended hours and work on weekends; requires 24/7 availability. The RPM Manager must be available during normal duty hours within 30 minutes to meet on the installation with government personnel to discuss problem areas. After normal duty hours, the manager shall be available within one hour.


ESSENTIAL PERSONNEL

This position is designated as essential. This means that when the facility is faced with an institutional emergency, employees in this position may be required to remain at their work location or to report to work to protect, recover, and continue operations at the facility.
