Role: Project Manager.
Location: Ashburn, VA. - Customs and Border Protection (CBP Office).

Job Description:
We are seeking an experienced Project Manager to lead our team in enhancing the appearance, functionality, and usability of products for our federal customers, specifically for the CBP PAMS project. This role offers a unique opportunity to impact the training needs of CBP personnel.

Join our team as a Project Manager and play a pivotal role in supporting the Customs and Border Protection (CBP) Passenger Application Multimedia Support (PAMS) project.

The successful candidate will be responsible for overseeing program management, analysis, maintenance, security, and transition activities while ensuring compliance with Federal standards, policies, and procedures.

Key Responsibilities:
  • Manage an IT-centric program delivering high-quality, production-ready functionality using Agile development practices.
  • Lead Scrum ceremonies, including grooming, reviews, planning, User Acceptance Testing (UAT), demos, and retrospectives.
  • Deliver lifecycle management gate reviews, status reports, metrics reports, process flows, presentations, minutes, flow charts, designs, trip reports, project plans, and research plans.
  • Recommend and implement learning strategies and solutions that meet CBP requirements, employing state-of-the-art technologies, such as technology-based alternatives to conventional instructor-led training.
  • Use innovative tools and approaches such as gamification, mobile demos, avatars, websites, animations, virtual reality, and 3D modeling every three months (Fiscal Quarter).
  • Apply appropriate Instructional Systems Design (ISD) methodology and utilize various instructional methods, including web-based learning.
  • Support the development and improvement of application support materials using Agile methodology and tools.
  • Tools include JIRA, SharePoint, Microsoft Teams, and Confluence.
  • Provide additional support as required, with responsibilities evolving as needed.
  • Develop application support materials within or linked to CBP applications, including online help, videos, simulations, webinars, mobile tutorials, and end-user documentation.
  • Create and present Quality Control Plan (QCP) and Risk Management Plans.
  • Evaluation of Training Methodologies, Technologies, and Cost Effectiveness.
Experience:
  • 10+ years working in a support role for a Federal Government Agency Project Management Office (PMO).
  • 5+ years of experience as a Project Manager supporting a Federal Government Agency Acquisition PMO (DHS or equivalent) Level I or II program.
  • DHS Level III PM certification or equivalent experience is preferred.
  • Project Management Institute (PMI) PMP certification is required.
  • Thorough knowledge of the subject matter, respond to questions with answers that are clear, concise, and understandable, and have experience in instructing adult audiences.
Education:
  • Bachelor's Degree in Computer Science or Information Systems. A Master's degree is preferred.
Specific Experience:
  • 4 to 7 years of experience in Agile program management within a Federal Government IT environment.
  • Familiarity with Atlassian Jira and Confluence.
  • Experience in modern OS architecture concepts and communications protocols.
  • Proven problem-solving skills in a multi-product/multi-environment program.
  • Strong research, analysis, project planning, and implementation experience.
  • Solid understanding of business issues and their impact on project plans.
Technical Skills:
  • In-depth knowledge of Agile Program Management and familiarity with Agile methodologies.
  • Ability to communicate complex technical concepts effectively in both written and verbal form to technical and non-technical stakeholders.
  • Excellent team-oriented interpersonal and communication skills.
  • Expertise in project planning and management, particularly within Agile frameworks.
Additional Requirements:
  • U.S. Citizenship and ability to obtain CBP clearance (active clearance preferred).
  • Local to the Ashburn, VA area preferred. Some travel required.
  • Experience with IT acquisition programs is a plus.
  • The work week is Monday through Friday, 8:00 AM until 5:00 PM, with core hours from 9:00 AM until 3:00 PM.
