POSITION SUMMARY:
The IT Project Manager is responsible for planning, executing, and finalizing IT projects according to strict deadlines and budgets. This includes acquiring resources, coordinating efforts of team members, and managing third-party contractors or consultants to ensure projects are delivered successfully and aligned with organizational goals. Serving as the central point of contact for all IT projects at the City of Nampa, the IT Project Manager works under the supervision of the Chief Information Officer, with considerable autonomy to apply independent judgment and initiative. The role includes setting project objectives, maintaining quality standards throughout the project's lifecycle, and facilitating clear, consistent communication among the Technology Oversight Committee (TOC), City Council, Directors, City employees, and external partners. The IT Project Manager is pivotal in fostering collaboration, driving project success, and supporting the City's strategic technology initiatives.

ESSENTIAL FUNCTIONS:

• Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.

• Create a detailed work plan that identifies and sequences the activities needed to complete projects on time and on budget successfully.

• Accurately determine the resources (time, money, equipment, etc.) required to complete projects of all sizes.

• Effectively communicate project expectations to team members and stakeholders promptly and clearly.

• Liaise with project stakeholders on an ongoing basis.

• Set and continually manage project expectations with team members and other stakeholders.

• Plan and schedule project timelines and milestones using appropriate tools.

• Track project milestones and deliverables.

• Determine the frequency and content of the project team's status reports, analyze results, and troubleshoot problem areas.

• Define project success criteria and disseminate them to involved parties throughout the project life cycle.

• Conduct project postmortems and create recommendations reports to identify successful and unsuccessful project elements.

• Develop best practices and tools for project execution and management.

• Estimate the resources and participants needed to achieve project goals.

• Draft and submit budget proposals and recommend subsequent budget changes where necessary.

• Where required, negotiate with other department managers to acquire required personnel from within the company.

• During the project cycle, determine and assess the need for additional staff and/or consultants and make the appropriate recruitments if necessary.

• Effectively manage the Project Portfolio for the City of Nampa.

• Attend regular TOC meetings and provide updates and guidance on proposed and ongoing projects.

• Direct and manage project development from beginning to end.

• Develop full-scale project plans and associated communications documents.

• Delegate tasks and responsibilities to appropriate personnel.

• Identify and resolve issues and conflicts within the project team.

• Identify and manage project dependencies and critical path.

• Develop and deliver progress reports, proposals, requirements documentation, and presentations.

• Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

• Coach, mentor, motivate, and supervise project team members and contractors, influencing them to take positive action and accountability for their assigned work.

• Build, develop, and grow any business relationships vital to the project's success.

ADDITIONAL FUNCTIONS:

• Keeps TOC, project participants, and other stakeholders accurately informed about project progress, including present and potential problems, and suggests new or improved ways of addressing such problems.

• Communicates and coordinates regularly with appropriate project participants and stakeholders to maximize the effectiveness and efficiency of project tasks and activities.

• Is punctual and timely in meeting performance requirements, including attendance standards and work deadlines.

• Communicates information and states concerns in a clear, professional, and easy-to-understand manner.

• May perform other duties as assigned.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:

• High School Graduate or General Education Degree (GED) required.

• Bachelor's degree in Computer Science, Information Technology, or a related field preferred.

• PMP Certification required (or obtained within 6 months of hiring).

• PMI Agile Certified Practitioner certification preferred.

• ITIL Foundations certification preferred.

• 5 or more years of experience in a Project Management role or any combination of experience and training that provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

• 5 or more years of experience utilizing project management software to manage, monitor, optimize, and communicate project objectives, goals, milestones, and tasks.

REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:

• Thorough knowledge of project management software, such as Microsoft Project.

• Solid working knowledge of current Internet technologies.

• Thorough knowledge of different project management methodologies, including, but not limited to, PMBOK, Prince2, Waterfall, Agile, Scrum, and Lean 6 Sigma.

• Thorough knowledge of ITIL and Lean 6 Sigma practices.

• Ability to work independently or as part of a team in a fast-paced, rapidly changing environment where work priorities change daily.

• Perform the essential functions of the job with minimal direction and supervision.

• Build and maintain complex project tracking systems and tools and provide regular, easy-to-understand project tracking reports and dashboards.

• Follow complex instructions, both verbal and written.

• Maintain current knowledge of new technology. Ability to identify and recommend/assign the appropriate project management methodology to each project based on proper criteria and scope.

• Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations.

• Communicate effectively in English at a level necessary for efficient job performance.

• Complete assignments in a timely fashion.

• Understand and comply with all rules, policies, and regulations.

• Maintain prompt and regular attendance.

WORK ENVIRONMENT:
The principal duties of this class are performed in a general office environment as well as at external sites, in vehicles, and remote locations.
