This position serves as the Project Manager for the DoIT-CDB team leading multiple project efforts. In this role, you will be developing IT project schedules, identifying technical requirements, aligning IT projects with Construction schedules, communicating with project stakeholders, and implementing project budgets as well as resources, assessing project risk and threats and preparing related documentation. Essential Functions Under general direction, serves as the Project Manager for the Department of Innovation & Technology (DoIT), supporting the Capital Development Board (CDB), in planning, developing, administering, and coordinating highly complex cross-functional IT projects and serving as a primary contact between CDB project managers, CDB-Client Agencies (DoIT), and DoIT project team members for CBD capital construction IT project communications. Monitors project compliance with IT governance process and analyzes and identifies project health and performance anomalies and works with agency staff on mitigation efforts. Provides state contract and vendor management support on assigned agency projects to enforce adherence to project scope, budget, timeline, quality, and deliverables as required by the Illinois Procurement Code. Implements and evaluates standardized project management policies and procedures and assists in the development and implementation of new and revised policies, procedures, and performance standards. Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. Performs other duties as assigned or required which are reasonably related to the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in management information systems, data processing, telecommunications, or a direct Information Technology related field. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization. Specialized Skills Requires three (3) years of professional experience leading and managing complex Information Technology projects with minimal supervision, overseeing successful planning, execution, and completion, while ensuring alignment with organizational objectives and stakeholder expectations. Requires three (3) years of experience analyzing and interpreting design drawings and construction project documents to verify compliance with project specifications industry standards, and IT requirements. Requires three (3) years of professional experience applying project management disciplines, including Communication Management, Resource Management, Information Technology Governance, Quality Management, Procurement Management, and Risk Management, to successfully execute and deliver IT Projects. Requires three (3) years of professional experience evaluating operational performance metrics, identifying areas for improvement, and implementing or recommending strategic solutions to enhance efficiency and resolve project-related issues.
