Apply: Pay Rate: $65,522- $95,000 General Summary The Project Manager is responsible for the day-to-day management and leadership of highly complex simulation projects and is accountable for overseeing the results of multi-functional project teams including manufacturing, production, and engineering personnel. Essential Job Functions Schedule daily workload for assigned personnel, and supervise employees assigned to his or her division or project. Conduct regular status meetings with production team members. Consistently recognize and acknowledge the contributions of team members. Identify schedule issues regarding potential budget and schedule conflicts and provide inputs to the Program Manager. Make recommendations to improve schedule, budget, and manpower, to resolve unforeseen challenges. Develop a Work Breakdown Structure (WBS) when required to establish a project development structure. Translate Work Breakdown Structure (WBS) into an MS Project Plan and provide a structured format to gather work activities. Identify and explore task interdependencies with the Program Manager and key stakeholders. Ensure all deliverables developed within the division are routed through the complete QA review process. Ensure materials produced are in accordance with standards specified by the contract/delivery order. When designated, attend meetings and planning conferences in the absence of the Department Director or Program Manager. May be required to conduct briefings and have direct interface with primary Company customers. Deliver organized and informed presentations. Responsible for maintaining timesheets of assigned employees using the DELTEK timekeeping system. Perform periodic audits of all timesheets for employees under his or her purview, verify times, discover mistakes, and approve timesheets at the conclusion of each pay period. Review and approve expense reports filed by employees under his/her purview. Assist the Department Director and/or Program Manager in monitoring budgeted resources for contract delivery orders assigned to the division and to subcontractors. Analyze monthly costs (invoices, PSRs, DO Summary) to track and plan costs. Screen resumes and hold screening interviews for potential new employees in the division. Provide indoctrination, training, and guidance for new employees in the division. Provide initial personnel performance evaluations to the Department Director for assigned personnel. Complete and conduct 90-day and annual performance appraisals under the approval authority of the Director, HR, and senior management. Make recommendations for merit increases and bonuses. Recognize strong performers and document accordingly. Assists the Department Director in disciplining poor performers, counsels, and documents appropriately. Ensure all employees under his or her purview complete annual HR training, Security training, Safety training, OPSEC training, and other training as required by the LSI Board of Directors. Safely handles government-furnished equipment and materials. Works a standard weekly schedule of 40 hours with overtime as required. Performs other duties as required. Job Requirements Knowledge, Skills, and Abilities Ability to travel on short notice as the job requires. Normally travel will be less than 25% and will not normally be longer than one week in duration. A strong curriculum development/ISD background is desirable. Knowledge of interviewing and hiring rules and regulations and the skill to review resumes, interview candidates, and select effective employees is preferred. Knowledge of quality processes and ability to implement the LSI quality policy. Must possess excellent verbal and written communication skills. Must demonstrate good judgment, problem-solving skills, devotion to quality, and team-building skills. Ability to deliver well-constructed, polished presentations and briefings for clients and team members. Ability to manage client expectations and coordinate with clients and staff to establish firm expectation alignments. Ability to manage and lead a team of Subject Matter Experts, Manufacturing, Production, and Engineering personnel providing goals, direction, daily tasking, and recurring feedback to team members. Ability to analyze and interpret instructions and standards and develop work instructions. Understands and interprets contract and Task Order language and can develop schedules to implement the tasking. Familiar with financial management including budgeting, resource planning, financial reporting, and trends analysis. Ability to develop work estimates and cost estimates for projects is preferred. Experience with the DELTEK timesheet group is preferred. Must possess excellent computer skills including Microsoft Office Suite (Word, Excel, Access, PowerPoint, and Visio). Must possess basic knowledge of MS Project and Earned Value Management software programs. Capable of operating standard office equipment, such as personal computers, e-mail accounts, telephones, copiers, scanners and facsimile machines, and other required audio/visual equipment. Education and Experience Bachelor's Degree from a recognized and accredited university is desirable. Project Manager ("PMP") certification is a plus. 3-5 years of technical project management or relevant military leadership experience is required. Work experience may be substituted for education requirements. Naval Nuclear Propulsion experience is highly desired.
