CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. For On-Campus
This position will be based in Fort Collins, a small but growing and progressive city nestled against the eastern flanks of the central Rocky Mountains, approximately one hour north of Denver in north-central Colorado. Its location and Colorado's idyllic climate make Fort Collins a mecca for outdoor enthusiasts. Within easy reach are myriad trails for hiking, mountain biking, wildlife watching, horseback riding, and back-country skiing on a plethora of public lands, including nearby National Parks, Forests, and Grasslands, and countless local natural areas. Fort Collins also has a vibrant cultural scene, with many options for enjoying theater productions, music events, annual festivals, museums, art galleries, restaurants, gardens, and more.
Work location is dependent on the needs of the partner/project/role. In some instances, positions may require staff to be fully in-person. In other instances, hybrid or remote arrangements may be possible.
Position Summary
A Project Manager, Air Force Sentinel Program Support position is available with the Center for Environmental Management Military Lands ( CEMML ) at Colorado State University in Fort Collins, Colorado to provide project management and oversight of CEMML's program providing technical, planning, and decision support in the areas of GIS , environmental programs, land use, and cultural resources management for the Air Force.
This position shall function as part of an interdisciplinary team of specialists and interface with Air Force personnel, installation-level Environmental (CE) personnel, private contractor(s), landowners, and other stakeholders. CEMML support encompasses collection and evaluation of data and information regarding complex studies and analyses; coordinating and interfacing with multiple offices, contractors, and stakeholders; and assisting in all aspects of environmental compliance and engagement with regulatory offices and partners.
Primary duties of this position are as follows:
Project Management
• Perform project oversight and tracking of multiple CEMML program support tasks, and ensure program is appropriately resourced to complete action items by established due dates.
• Attend all in-person and virtual meetings o Multiple virtual meetings held daily via MSTeams with different internal and external partners, user groups, technical committees, and Air Force personnel addressing various media areas, taskers, and collaborations.
o On average, in-person meetings occur every 6-8 weeks, requiring travel to Hill Air Force Base, UT; Vandenberg Air Force Base, CA; FE Warren Air Force Base, UT; Malmstrom AFB , MT; or Minot AFB , ND.
o May assist with meeting logistics and coordination; reviewing and/or drafting meeting materials, briefing statements, and white papers; and developing documents, presentations, and content for external, public-facing products.
• Adaptive Management and Troubleshooting o CEMML serves in a supporting (yet critically important) role and must continually respond and adapt to changing needs and requirements of the Air Force and other project partners. Strong adaptive management principles and skills are key to success.
o Coordinate with Air Force partners regarding new strategies to ensure consistent communication with stakeholders.
o Using existing knowledge of Air Force policies and procedures, employ appropriate strategies to gain support from key leaders and staff across and within organizations to achieve program strategic goals.
o Effectively manage adversity, setbacks, and pressure from external partners and stakeholders.
o Appropriately assesses challenges and develop strategies to enhance and strengthen relationships and resolving issues with partners.
Technology and Cybersecurity
• Complete all necessary trainings and hands-on experience with ArcGIS Online to gain working knowledge (low-level competency) within 3-months of hire.
• Strict adherence to project-specific non-disclosure agreement ( NDA ) and established cybersecurity requirements.
• Coordinate with CEMML Principal Investigator and CSU Division of IT/Cybersecurity to identify vulnerabilities and assess risk.
• Appropriately advise Air Force and CEMML personnel on improvements to cybersecurity controls. Personnel Management
• Directly supervise 2-5 staff and oversee a team of approximately 15 personnel duty-stationed throughout the Upper Mountain West Region.
• Treat all team members with courtesy and respect. Consider and respond appropriately to the needs and feelings of different people serving in different capacities within the organization.
• Elevate personnel issues to the Principal Investigator in a timely manner. This position is to be located at CEMML's main office on CSU's campus in Fort Collins, Colorado. Position allows for part-time remote work.
Required Job Qualifications
• Bachelor's degree plus 5 years' related experience.
• Demonstrate extensive knowledge of Department of Defense and Department of the Air Force organization and processes, as gained through working with or for the Department of Defense and/or Department of the Air Force.
• Previous experience writing high level briefing packages suitable for presentation to military leaders.
• Demonstrated experience working with a wide range of information, organize details, and meet deadlines.
• A high degree of analytic acumen, initiative, and resourcefulness; and proven leadership skills and team-building capabilities.
• Experience developing and providing project oversight with multiple accounts in excess of $1M.
• Demonstrated experience managing multiple simultaneous workloads.
• Have a thorough understanding of most standard computer programs.
• Excellent written and oral communication skills.
• A Secret/ SCI Clearance is necessary for the position. This will be initiated once employee is hired if not already obtained.
• Must have a valid driver's license or the ability to obtain a driver's license by the employment start date.
• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position. Preferred Job Qualifications
• Master's degree plus 10 years' related experience.
• Familiarity Global Strike Command, as gained through service in, or working with/for, the Department of the Air Force
• Demonstrated experience acting with diplomacy and discretion at multiple organizational levels.
• Experienced Project Management Professional with PMP certification (or equivalent)
• Experience with Asana project management software
• Familiarity with Information Technology (IT) and/or cybersecurity controls
• Current Secret clearance or clearance within the last 10 years
• Basic competency with ArcGIS Online and/or ArcMap
• Awareness of federal environmental regulations, especially NEPA
• Awareness of federal right-of-way and/or real estate acquisition regulations Essential Duties
