The Georgia Department of Human Services (DHS), Office of Information Technology (OIT) is seeking candidates for the position of Non-IT Project Manager for the Georgia Gateway/Office of Family Independence Project Management Office. Although this position resides under the IT hierarchy within DHS, this opportunity supports the business/policy side of the Agency as it pertains to Georgia Gateway enhancements & initiatives. This position is located in Atlanta, Fulton County, Georgia.

Job Description

Pay Grade: L

Under general supervision, applies project management knowledge, skills, tools, and techniques in supporting Sr. Project Consultant or other project leads. Under general supervision plans, organizes, schedules, facilitates, and produces project documentation for JAR and JAD sessions.

Role and Responsibilities:
  • Facilitates project's Joint Applications Requirements sessions (JAR sessions) to include internal and external stakeholders, identifying and documenting business and stakeholder requirements that satisfy project scope.
  • Produces the Business Requirements Document (BRD).
  • Facilitates project's Joint Applications Design/Development sessions (JAD sessions) with internal and external stakeholders to identify functional requirements / designs attributes as specified by the BRD and satisfy project scope.
  • Directs and develops, communicates and monitors quality assurance and schedules of projects for the application of software development.
  • Supervises, monitors and develops project tasks and schedules for system development and enhancement.
  • Tracks and controls project status.
  • Directs subordinate supervisors and staff, as needed.
  • Analyzes trends to anticipate and adapt to changes.
  • Assesses and manages project risks, analyzing critical paths.
  • Follows established project criteria and procedures for project activities, ensuring that priorities, objectives, and activities are consistent with agency and entity goals.
  • May manage internal projects or sub-projects of larger projects.

  • Understands the various stages of project management.
  • Understands Waterfall project management approaches.
  • Basic understanding of Agile Project management approaches.
  • Excellent oral and written communication skills.
  • Time management, adaptability and organization skills.
  • Proficient use of computerized business applications such as: SharePoint, Microsoft Office Suite and Teams, calendar function, etc.
  • Ability to document and monitor processes.
  • Applies analytical thinking, critical thinking and problem-solving skills.
  • Well-organized; able to work under pressure, and effectively prioritize in a demanding environment.
  • Manage work plans and the ability to create WBS (Work Breakdown Structures).
  • Comfort with facilitating meetings and report-outs.
  • Ability to identify, assess, and mitigate potential risks.
Minimum Qualifications
  • High school diploma/GED AND three (3) years of recent relevant project management experience with a progression in responsibility AND eligibility to sit for Project Management Professional (PMP) certification.
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following education/skills/experience:
  • Bachelor's degree from an accredited college/university.
  • Three (3) years of recent relevant project management.
  • Business analyst or general management experience.
  • Knowledge of agency (DHS) standards, policies and procedures, and security and control methods and systems.
  • Background in State government a plus.
  • Currently PMP certified.
