I. DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of

Project Lead 2, Project Management and the specifications outlined in this document for the
Texas Health and Human Services Commission.
ll work products resulting from the project shall be considered "works made for hire " and are the property of the
Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.
Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Seeking an experienced IT Project Lead with a background supporting data center operations projects and on-prem data center migrations to AWS cloud services. The Project Lead will play a pivotal role in leading and executing complex technical projects, ensuring their successful delivery within scope, schedule, and budget. This role requires a deep understanding of Agile principles, exceptional project management skills, leadership capabilities, and effective communication to collaborate with cross-functional teams and stakeholders. This position reports to the Director of HHSC IT DCS&O TIERS Operation.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the
minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Extensive experience performing all aspects of IT project management duties in large data center environments, ensuring they are completed on time and within budget. 6 Required Possess a strong understanding of the technical aspects of the projects being managed within an Agile context and possess an understanding of data flows in an enterprise. 6 Required Solid working knowledge of MS Office suite of applications including Project. 6 Required Excellent written and verbal communication skills and ability to facilitate effective communication between team members and stakeholders. 6 Required Excellent at monitoring project deliverables and milestones to ensure they are met according to the project plan. 5 Required Define project scope, objectives, and deliverables in collaboration with stakeholders, breaking them down into manageable iterations. Develop and maintain a well-defined product backlog and ensure Timely delivery of prioritized features. 5 Required Solid working with IT procurements, budget, forecasts and analysis for the different projects. 5 Required Experience working closely with internal and external vendors and/or service providers to ensure our operations requirements are appropriately provisioned. 5 Required Solid experience migrating an on-premise data center to Cloud Services (AWS preferred). 5 Required Expert level planning, documenting and identifying project goals and tasks to ensure on-time delivery. 5 Required Effective leadership, organization and time management skills. 5 Required Expert at communicating with stakeholders to eliminate blockers and potential risks. 5 Required Champion Agile principles and practices throughout the project lifecycle. Lead Agile ceremonies, including daily stand-ups, sprint planning, reviews, and retrospectives. Guide the team in adopting and adhering to Agile methodologies. 3 Preferred Experience working on government fiscal and budget management supporting data centers. 3 Preferred Experience with senior level leadership reporting and communication. Familiar with various levels of reporting tools. 2 Preferred Experience using Remedy, ITSM, PPM, Archer, Jira and ServiceNow. 2 Preferred Experience preparing and tracking security exemption requests.
III. TERMS OF SERVICE Services are expected to start
12/16/2024 and are expected to complete by
08/31/2025. Total estimated hours per Candidate shall not exceed
1500 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the
Texas Health and Human Services Commission. Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at
701 W. 51st, Austin, Texas 78751. The working position is
Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS Position will be remote but program will only accept candidates who are LOCAL ONLY. TERM OF SERVICEServices are expected to start on or around December 16, 2024 and are expected to completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1,500 hours for FY25. Initial Purchase Order Term:
Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.
Renewal Option(s):
HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
