Responsibilities The sponsor requires a Contracts Portfolio Analyst with experience in sponsor acquisition planning and execution and knowledge of contract types used by the Federal Government to support the duties of a Government Contracting Officer Technical Representative (COTR). The analyst will help assess the health of contracts in execution, develop acquisition approaches, and assist in drafting artifacts to enable successful acquisitions. Key duties include but are not limited to: Assessing and recommending appropriate contract types to achieve acquisition objectives
Assisting in crafting acquisition approaches and artifacts, including eliciting and capturing requirements, prioritizing them, and flowing them into documents (e.g. SOWs, SSJs, etc.)
Assisting in program planning, resource allocation, and tracking top-level project execution against the plan
Assist COTRs in monitoring progress against contract milestones and deliverables
Support COTR in reviewing technical specifications and ensuring that they are aligned with the Government's needs
Assist COTRs in participating in technical interchange meetings and providing input on technical issues
Support COTRs in reviewing performance metrics
Assist the COTRs in reviewing contractor invoices, ensuring that they are accurate and that the contractor in only paid for work performed in accordance with the contract
Support the COTRs in processing and documenting contract modifications, including reviewing modification requests and ensuring that they are properly authorized
Assist the COTRs in maintaining accurate and complete records of contract administration and performance, including tracking contract milestones and deliverables
Qualifications Must possess and maintain a TS/SCI clearance with Polygraph
Bachelor's degree (or equivalent experience) in a closely related field BS 8-10, MS 6-8, PhD 3-5
Ability to fully coordinate project schedules
Ability to coordinate program management process activities such as Program Reviews and Control Gate Review, including schedule of meetings and preparation of briefing/presentations
Ability to assist in the preparation of management plans and reports
Ability to maintain correspondence, suspense files, records, files for reports, operating procedures, internal memoranda, and compose correspondence
Ability to compose technical documents including user manuals, training materials, installation guides, proposals, and reports
Ability to fully perform tasks requiring the collecting, compiling, evaluating, and publishing of information and statistical data
Desired Qualifications Masters (or equivalent experience) in a field related to the position
10 years' experience
1 year of experience in the Intelligence Community
Ability to coordinate with engineers, systems analysts, programmers, technicians, scientist and top-level managers in the coordination and planning of programs
Ability to apply critical thinking to identify strengths and weaknesses of alternative solutions, conclusions or approaches to problems
