Project Engineer Salary: Up to $75/hr.

3+ years of experience with Control Account Management (CAM) / Earned Value Management System (EVMS) methodologies
Ability to pass Control Account Manager (CAM) certified training
Ability to obtain Secret clearance Responsibilities: Control Account Manager (CAM) Responsible for planning and managing Control Account Technical, Cost, and Schedule Performance for assigned THAAD Logistics and Sustainment Engineering (LSE) control accounts. Identify staffing headcount requirements and work with Engineering and Technology Managers (ETM s) to ensure appropriate staff levels to meet contract commitments. Review and approve documents and commitments involving the Control Accounts Accountable for Control Account Performance Initiate requests to Finance to open and close charge numbers Support firm planning effort on newly awarded contracts. Develop budget baseline within Work Authorization Document (WAD) and Program Management Program Directives. Work with Finance on Schedule, Budget, Change Requests (SBCR) Analyze hours, dollars, material, and Other Direct Charges (ODC) Review weekly labor charges to ensure appropriate charging by individuals. Maintain authority over all charges made against each assigned charge number. Responsible for inputs to the program Integrated Master Schedule (IMS) for discrete tasks Review and analyze control account monthly Estimate At Complete (EAC), taking into account the impact of cost, schedule, and technical performance Assess impacts and potential corrective actions and determine if ETC change is required Work with Finance to prepare Variance Analysis Report (VAR) when the control account variance exceeds predetermined thresholds Work with Finance to provide input to annual Comprehensive Estimate at Complete (CEAC) efforts Support evaluation of identified risks and opportunities with likelihood of occurrence and potential impact Support internal audits and Initial Baseline Reviews (IBRs) with the customer
Proposal Tasks Responsible for interfacing with Program/Capture Team/Engineering, Prod Ops, GSC to ensure a fully integrated proposal Coordination of LSE proposal activities from RFP to Contract Award Maintain tracking of proposal documents Provide input to the Work Breakdown Structure (WBS), WBS Dictionary, Integrated Master Plan (IMP), Organizational Breakdown Structure (OBS), and the Resource Allocation Matrix (RAM) Review and provide input to the Statement of Work (SOW) as appropriate Work with LSE subject matter experts (SMEs) to develop proposal input Basis of Effort (BOE). Coordinate BOE inputs to Proposal Pricing department. Support Proposal kickoff and status meetings Support Request for Information (RFI) questions and Fact Finding / Negotiation meetings with the customer. Track THAAD proposals that have LSE effort and status to LSE Leader. EOE/ADA
