PurposeFacilitate and support the administrative coordination of planning, environmental, design, and construction projects of the Planning & Development Department.
Major Responsibilities- Performs general administrative tasks such as answering phones, copying, filing, organizing, mailing, and word processing.
- Provides support and coordination for advertisements and bidding, document management/filing, meetings, payments, purchase orders, invoices, reports, and presentations of public work projects.
- Coordinates with IT for website updates and postings including call for bids, plan holder lists, addenda, and meeting minutes in the Construction and RFP/RFQ tabs as needed for projects and proposals.
- Prepares professional service agreements, construction contracts, service contracts, contract modifications, addendums, change orders, and construction change authorizations as needed.
- Supports project grant management.
- Maintains small project consultant roster, SOQ information files, and maintain consultant project files and use log.
- Organizes and maintains documents, drawings, manuals, reports, and CDs/DVDs in the department archives.
- Maintains the central filing system and the department's electronic and standard document filing systems. Organizes and files documents, drawings, manuals, reports, and other related materials. Files project documents in the central filing system, and ensure proper handling and tracking of preliminary project documents and final project closeout paperwork.
- Verifies certified payrolls from contractors.
- Prepares and/or assists in the preparation, coordination, and document tracking for Board memos and agenda items for the department as needed.
- Processes invoices and purchase orders and coordinates with Accounting for accurate payments.
- Places legal notice advertisements, submits work orders and supply orders.
- Creates, modifies, and maintains standard departmental documents, forms and templates.
- Performs other duties as assigned.
QualificationsEducation/Experience:
- Associates degree or higher.
- Three years experience in architecture, engineering, construction or related industry.
- A combination of education and experience may be considered in meeting the requirements of this position.
- CSI Certification preferred.
- Must possess a valid state driver license, free of serious or frequent traffic violations.

Physical Requirements:
- Requires the ability to occasionally lift, carry, push and pull objects up to 30 pounds.
- Job functions require sitting and standing for extended periods; walking intermittently; and also involve stooping, kneeling, bending, lifting, carrying, and reaching occasionally.
- Extensive wrist and hand movements required for frequent keyboarding and use of office equipment.
- Ability to read fine print on plans and detect shades of color.
- Ability to communicate verbally, in person, and by telephone.
- Ability to continuously exchange information through listening and talking with customers, coworkers, and other individuals required.

Regular contact with management, employees, tenants, vendors, government agency staff and the general public.
WORKING CONDITIONS, TRAVEL, ENVIRONMENT AND POTENTIAL HAZARDS:
Work is conducted primarily in an office setting, but includes regular visits to facilities and construction project locations. Occasional exposure to airborne particles and moderate to high noise levels while working on project sites. This position involves frequent attendance at internal and public meetings, including some that are conducted outside of regular work schedule, to include irregular hours.
EQUIPMENT OPERATION REQUIRED:
Motor vehicles, personal computer, radio communication equipment, calculator, copier, fax, and other assorted trade equipment.
Spokane Airport provides a generous benefit package. Currently, we cover employee at 100% and dependents at 90% of the premium cost. We offer four plan choices for medical coverage (includes vision) through Kaiser Permanente. The Airport contributes to a Health Savings Account (HSA) for high deductible plans and a Health Reimbursement Account (HRA) for the other plans. Dental coverage is through MetLife. Additionally, the Airport provides life insurance at two times the annual salary. Optional life insurance is also available. Short term and long term disability is also provided by the Airport. Retirement is through the Washington State Department of Retirement System - PERS Plan. The Airport provides an employee assistance program through BHO, and an employee wellness program. Parking is provided.
The Airport recognizes 11 holidays. Vacation is earned at eight (8) hours a month for the first five (5) years and increases every five (5) years. Sick leave accrues at eight (8) hours a month. The Airport also provides military and jury leave.
