Job Title: Project Controls ManagerJob Description
We are seeking a Project Controls Manager for a long-term assignment at a major transportation hub. The Project Controls Manager will oversee cost and schedule management for a complex project, implementing established procedures for baseline schedules and cost control budgets. The role includes monitoring progress, tracking actual expenditures, developing forecasts as needed, analyzing status data and trends, and presenting monthly reviews to senior management.
Responsibilities
- Manage, revise, and maintain the status of detailed project cost estimates/forecasts, covering all phases of project execution from design/engineering, material/equipment procurement and deliveries, construction contracts through start-up activities and closeout.
- Track and analyze project costs including budgets, commitments, actuals, accruals, and forecasts, including analysis of forecast to budget and estimate, forecast to actuals, and contingency analysis.
- Participate in the development and improvement of project controls systems, recommending enhancements in systems, tools, and methods of project controls and project management.
- Establish a project work breakdown structure in line with industry best practices.
- Assist in analyzing project control requirements during the bid review process to ensure all cost control requirements are incorporated into individual contracts and purchase orders.
- Interact with other project groups regarding cost codes, purchase order commitments, change orders, and sales tax issues as required, ensuring all accounting and regulatory compliance issues or guidelines are implemented.
- Assist in creating detailed project budgets from estimates and in developing cash flow projections.
- Collaborate with senior project management staff to manage overall project cost control efforts.
- Work with scheduling staff to develop, manage, revise, and update integrated detailed project schedules, including all phases of project execution.
- Assist in early identification of long lead items, resource constraints, and required project start dates.
- Manage key project indicators and project commercial reports.
- Oversee internal job costing related to the fee and services provided, resources required, and all project reporting including job number, Project Status Report (PSR), and other company reporting policies.
- Produce forecasts of total project costs, annual costs, and monthly cash flow costs, providing variance analysis and explanations.
- Assist in forecasting engineering and construction resource requirements.
- Coordinate engineering and construction activities in conjunction with overall project schedule requirements, incorporating contractor schedules into overall project schedules.
- Ensure all contract deliverables and deadlines are met.
- Perform other duties as necessary.
Essential Skills
- Strong skills in managing project costs, including budgeting, forecasting, and variance analysis.
- Proficiency in developing, managing, and updating project schedules, especially for large projects.
- Ability to create detailed project plans and estimates.
- Working knowledge of industry-standard software such as Oracle Unifier, Aconex, Procore, ERP systems, Primavera, Microsoft Projects, Adobe Acrobat, Blue Beam, and Microsoft Office Suite (Excel, Word, PowerPoint).
- Experience in developing budgets, cash flows, and schedules.
- Excellent communication skills to interface with external engineering, architectural and construction firms, suppliers, the management team, and other organizations within client organizations.
- Experience in using A/E and CM cost and/or schedule information to evaluate project status.
Additional Skills & Qualifications
- Degree in Construction, Quantity Surveying, or a related field, plus seven years relevant experience.
- Highly articulate with a clear and analytical approach to problem solving and strong decision-making abilities.
- Excellent communication and presentation skills.
- Working knowledge of industry standard software, including but not limited to Oracle Unifier, Aconex, Procore, ERP, planning & scheduling, and cost management applications.
- Experience with Primavera or Microsoft Projects is preferred.
- Thorough understanding and utilization of Information Technology in the performance of work including Adobe Acrobat, Blue Beam, Microsoft Office Suite (Excel, Word, PowerPoint, and Microsoft Project).
- Large project experience and aviation experience is a plus.
Work Environment
The role is on-site at Dulles airport with an office based in Alexandria, VA. The work environment includes utilizing various technologies and equipment as mentioned, maintaining a professional attire suitable for client-facing interactions.
Pay and Benefits
The pay range for this position is $72.11 - $72.11/hr.
