CSCI seeks Programs and Plans Senior Action Officer and broadly as functional Subject Matter Expert (SME) to connect budget execution horizontally and vertically with strategic goals and narrative within Special Access Programs across the spectrum of the Marine Corps portfolio. Provide advice and support to the execution, management, oversight, administration, and security of Special Access Programs under the Marine Corps' responsibility with focused consideration of budget execution. Develop estimates to drive critical thinking, identify programmatic issues, and propose solutions. Drive the Planning, Programming, Budgeting, and Execution (PPBE) process to build and defend the Marine Corps' Program Objective Memorandum position. This position is on-site, Monday-Friday. The primary duty location will be in Arlington with an alternate worksite in Springfield. Responsibilities As one of the contributing team members, Programs and Plans Senior Action Officer SME primary responsibilities include, but not limited to: Provide advice and support to the execution, management, oversight, administration, and security of Special Access Programs under the Marine Corps' responsibility with focused consideration of budget execution. Develop estimates to drive critical thinking, identify programmatic issues, and propose solutions. Drive the PPB&E process to build and defend the Marine Corps' Program Objective Memorandum position. Analyze actual and predictable interacting operational activities of a military, governmental, or business system to obtain a quantitative, rational basis for decision-making or resource allocation. Evaluate client current conditions, uncover insights, define goals, and develop integrated strategies for how their environment, technology, policies, and services can support their organizational objectives. Provide subject matter continuity and training of new personnel due to military/government personnel turnover for program status, SAP policies and procedures and office policy and procedures. Facilitate executive level decision making to holistically increase clarity, efficiency, and trust leading to broad process improvement, increased partnerships, and maturity across the enterprise. Help the client manage change, ensure new ideas take root, and seize opportunities. Skills - Minimum of 12 Years Experience Required Qualifications: US Citizenship is required. BA/BS or equivalent experience in Engineering, Business Administration, Economics, or equivalent. Current Top Secret Clearance with SCI Eligibility. 10-12 years of experience with government planning, forecasting, program budgeting, funding, executive management, and reporting against commitment, obligation, and expenditure benchmarks. 2 years experience supporting Special Access Programs (SAP) within the Marine Corps. Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint. Well-developed analytical, diagnostic, and problem-solving skills. Excellent organizational and customer service skills. Must have strong written and verbal communication skills and be willing to actively communicate with co-workers, program leadership, and clients, which may involve delivering presentations. Preferred Qualifications: Prior military experience preferred, but not required. Experience Levels: LEVEL1 - requires a minimum of 3 years related experience LEVEL2- requires a minimum of 5 years related experience. LEVEL 3 - requires a minimum of 8 years related experience. LEVEL 4 - requires a minimum of 10 years related experience. LEVEL 5 - requires a minimum of 12 years related experience. LEVEL 6 - requires a minimum of 15 years related experience. LEVEL 7 - requires a minimum of 20 years related experience. This position is classified as a level 5. Requirements - US Citizen / Top Secret/SCI Clearance Travel: Local travel U.S. Citizenship: Yes Minimum Clearance: Applicants are required to have, at a minimum, a TOP SECRET (TS) clearances with Sensitive Compartmented Information (SCI) eligibility based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.
