Programs and Contracts Coordinator
Salary: $61,995 - $84,833 per year

Job Overview:
The Programs and Contracts Coordinator is responsible for managing complex procurement programs and administering contracts within the designated department. This role involves collaborating with multiple divisions, overseeing the full lifecycle of capital and operational contracts, and ensuring the effective execution of projects and tasks with internal stakeholders and external contractors.

Key Responsibilities:

  • Manage multiple contracts, ensuring objectives, timelines, and deliverables are met throughout the project lifecycle.
  • Collaborate with the Procurement Division to manage procurements from initiation to closeout, ensuring compliance with relevant policies and regulations.
  • Administer contracts in professional services and construction, handling solicitations, bids, proposals, and vendor negotiations.
  • Conduct pre-bid and pre-proposal conferences, manage evaluation committee meetings, and lead contract negotiations.
  • Develop and issue solicitations, ensuring compliance with procurement laws and policies.
  • Perform cost and price analyses and monitor contract budgets to ensure expenditures remain within limits.
  • Oversee contractor compliance, resolve disputes, and manage change orders or task orders.
  • Serve as a liaison between contractors and staff, ensuring effective communication and maintaining contractor relationships.
  • Maintain procurement and contract documentation, preparing reports and presentations for management and stakeholders.
  • Assist with policy development and ensure compliance with procurement and contract management standards.

Education, Experience, and Qualifications:

  • Bachelor's degree in public administration, business administration, or a related field, with three (3) years of experience in construction-related procurement or contract administration. Experience may be substituted for education on a year-for-year basis (up to four years).
  • Preferred: Master's degree.
  • Experience in federal contract or public agency contract administration, particularly with construction contracts.
  • Chartered Institute of Procurement & Supply (CIPS) qualification or in pursuit.
  • Strong knowledge of contract management, procurement principles, and applicable federal, state, and local laws and regulations.
  • Basic understanding of accounting principles and practices.
