About the Role:
Serving the Naval Air Force Atlantic (AIRLANT), we are seeking
skilled Programmers to support the mission: enhancing the readiness, maintenance, and operational availability of U.S. Navy aircraft carriers (CVNs).
As a
Programmer, you will drive enterprise data collection, transformation, and visualization efforts, providing critical insights to support Navy leadership decisions at the highest levels.
Core Responsibilities:
- Design, build, manage, test, and optimize structured and unstructured datasets.
- Develop and maintain high-impact data visualization dashboards using Tableau, Qlik, and Jupiter/Advana platforms.
- Translate raw CVN operational and maintenance data into actionable insights.
- Validate outputs of visualization tools with original source data.
- Support the development of enterprise performance management metrics and dashboards within Jupiter.
- Collaborate with Navy programming teams and stakeholders across multiple TYCOM/System Commands.
- Analyze organizational processes and recommend improvements based on data findings.
- Communicate findings, reports, and presentations to executive-level audiences (GS-15, O-6).
- Adhere to all security protocols and data governance regulations.
Minimum Qualifications:
- 5+ years experience with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- 3+ years advanced experience using Tableau, Qlik, Jupiter/Advana.
- Proficient in programming languages: SQL, NoSQL, Python, Java, R, Scala.
- 5+ years experience developing, modifying, and maintaining programs supporting Navy databases and systems (e.g., SKED, CDMOA, OARS, VSB, OMMS-NG, MFOM, OIS, ADE, DRRS, NRAS, MNA, HERMES, C2OIX).
- 5+ years monitoring program operations and resolving logic/coding errors.
- 5+ years producing diverse and interrelated data products from multiple sources.
- 5+ years experience in securing and managing Navy data systems.
- Current programming-level access to operate in ADVANA/Jupiter.
- 2+ years experience establishing performance management metrics and dashboards within Jupiter.
- Active Secret Clearance and U.S. Citizenship required.
Ideal Candidate Will Also Have:
- Expertise working with Naval Aviation, Surface, Ship Maintenance, Shipyard, and Supply databases.
- Outstanding senior-level oral and written communication skills.
- Ability to adapt and flex working hours to meet mission priorities.
- Deep understanding of DoD data strategy and naval operations.
- High attention to data integrity, visualization aesthetics, and technical accuracy.

- Naval Station Norfolk, Building V-88 (Norfolk, VA)
- Occasional travel (e.g., San Diego, CA - approx. twice annually)
Deliverables Include:
- Monthly Reports consolidating all assigned work.
- Travel Reports when applicable.
- Quarterly CAC Reports.
Security & Compliance:
- Strict adherence to all DoD security protocols.
- Full compliance with Navy Information Assurance and cybersecurity standards.
- Proper identification as contractor personnel in all communications and interactions.
