Program Support Specialist 2 (Vancouver, WA / HYBRID)

Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Program Support Specialist for their Vancouver, Washington location. This contract position provides confidential, professional support to a Supply Chain Strategy and Oversight team. Responsibilities include assisting with tracking and managing micro-purchase transactions (such as P-Cards, ATPs, and convenience checks), reconciling statements, supporting internal clients, and contributing to program reporting, documentation, training, and process improvements. The ideal candidate is detail-oriented, adheres to compliance procedures, and thrives in a fast-paced, collaborative environment that values both productivity and professionalism.

This position is a one-year renewable contract that includes employee benefits.

Pay Rate: $38.00 - $41.00/hr. DOE.

Location: Vancouver, WA. (Hybrid 4-5 days ONSITE/wk.)

Key Responsibilities for Program Support Specialist:

Micro-Purchase Transaction Review & Oversight:
Review and reconcile 400-450 purchase card (P-Card) statements monthly; identify and flag questionable transactions for further investigation.
Conduct in-depth assessments of potential violations; communicate with users for clarification or documentation; escalate as necessary.
Maintain organized records, support archival processes, and ensure compliance with document retention policies.
Verify and reconcile transaction data using internal systems and financial platforms.
Monitor group inbox and phone line; respond to routine inquiries and direct complex issues to appropriate staff.

Program Support & Administration:
Manage participant account setup, updates, and permissions in enterprise systems and secure databases.
Coordinate and track onboarding, training, and account changes; maintain accurate records of purchasing limits and user statuses.
Facilitate program training (virtual and in-person); coordinate logistics, materials, attendance tracking, and post-training documentation.
Draft, revise, and maintain training materials, user guides, reference aids, and internal communications templates.
Assist with audits, reporting, and compliance activities, including year-end closeout and adherence to federal controls.
Support SharePoint content creation and maintenance; contribute to improving program tools and resources.
Provide editorial support, draft professional reports and communications, and assist with document review and policy research.
Train and support junior staff; participate in team meetings and contribute to continuous improvement initiatives.

Requirements for Program Support Specialist:
Bachelor's or Associate's degree in Business Administration, Management, Accounting, Computer Science, Engineering, or a related field preferred.
5-9 years of relevant experience required, with increasing technical responsibility in program or project coordination and control.
Proficiency with MS SharePoint or similar platforms (e.g., Google Drive, Slack) at an intermediate to advanced level.
Intermediate to advanced skills in Microsoft Office Suite, including PowerPoint, Excel, Outlook, and Word.
Minimum of 1 year of experience communicating effectively with a diverse range of customers.
