Job Summary City of Rockville is seeking a Program Specialist to join the Department of Recreation and Parks. This position is responsible for performing duties related to planning, developing, and implementing instructional programs at the Rockville Swim and Fitness Center. The position assists the supervisor with program management, leadership, and administration. Tasks include program registration, public relations, program promotion, preparation, organization, and evaluation. The position recruits' part-time staff and volunteers; provides direct leadership for programs, events, and training sessions; and orders and maintains supplies, inventories, and equipment. This position is located at the Rockville Swim and Fitness Center. The ideal candidate will have experience in instructing and/or management of one or more of the following program specialties: land fitness, water fitness, youth learn-to-swim, personal training, seniors programing, therapeutic / adaptive recreation. This position will be required to work a varied and non-traditional schedule to include early mornings, days, evenings, weekends, and holidays to effectively supervise assigned areas of responsibility.
Note: This position has an anticipated start date in July 2025.Essential Job Functions - Assists supervisory recreation staff with overall recreation program planning and implementation efforts.
- Develops diverse services and activities relevant to the current/changing needs of the community.
- Communicates regularly with department staff, program participants, and instructors.
- Serves as a point of contact for customers seeking ADA related program modification requests. Coordinates with the customer, supervisor, Recreation and Parks Program Access Supervisor and suburbanite staff / volunteers to determine and implement appropriate program modifications.
- Assists supervisor in overseeing and managing export information for the Recreation and Parks Guide.
- Plans, organizes, markets, and promotes facility programs and events via a variety of means such as internet, brochures, newspaper, magazines, social media, and school/public visits.
- Assists supervisor to recruit, select, train, manage and schedule volunteers, part-time staff and contractors.
- Performs administrative tasks such as ordering and delivering supplies and equipment.
- Maintains program supplies inventory and conducts regular inventory checks as necessary.
- Makes minor repairs as needed. Performs administration functions using the registration system to support programs.
- Provides direct leadership for various programs and classes.
- May serve as a course instructor based on operational needs.
- Plans, coordinates, and manages meetings for staff.
- May attend meetings as designated by supervisor. Assists and coordinates periodic meetings with instructional staff, addressing training issues and setting customer service priorities.
- Sets up and maintains specialized record-keeping systems.
- Maintains confidential records and correspondence, ensuring data security. Performs supervisory duties in the absence of the supervisor.
- Monitor's safety and cleanliness of class and special event areas.
- Provides program organization and evaluation support.
- Performs other duties as required, including cross-training to support different areas of program and facility operations.
QualificationsAssociate Degree and two years related experience or equivalent combination of education and experience and (2) years of progressively responsible work in recreation and parks services. Experience working in a comparable sized facility, with emphasis on supporting aquatics and/or fitness programming.
Special Qualifications for Rockville Swim and Fitness Center Program Specialist I: CPR, First Aid and AED certifications required. Criminal background clearance for the City of Rockville. Valid driver's license required. Within 180 days of employment, ability to obtain American Red Cross Water Safety Instructor certification and/or nationally recognized certification as a fitness instructor in at least one specialty (land fitness, water fitness, youth learn-to-swim, personal training, seniors programing, therapeutic / adaptive recreation).
Preferred: American Red Cross Lifeguard Training, CPR/AED for the Professional Rescuer and First Aid and Montgomery County Pool Operator's License, or the ability to obtain certifications within first year of employment.
Knowledge, Skills, and Abilities- General knowledge on development, administration and assessment of recreation programs which serve a diverse population.
- General knowledge of the Americans with Disabilities Act and legislation and regulations affecting individuals with disabilities as it relates to the provision of recreation programs and the modification / accommodation process.
- General knowledge on principles of safe and effective instructional methods as it relates to fitness and swimming classes, and training subordinate staff to become qualified instructors.
- General knowledge of customer service standards, functions, and activities established by the City.
- Ability to establish and maintain effective working relationships with representatives of various government and private organizations, employees, and the public.
- Ability to make decisions recognizing established precedents and practices, and to use resourcefulness in meeting new situations.
- Ability to communicate effectively both orally and in writing.
- Proficient in MS Office, registration software, email, databases, preparing presentations, and performing internet research.
- Ability to work independently when responding to day-to-day job functions.

Dental Plan Employees may join the City's dental program and receive dental benefits in addition to any such benefits provided by the group health plans. The City contributes a portion of the cost of each employee's dental coverage. If dental coverage is waived, the City's contribution is reallocated toward the employee's health plan cost. LeaveAnnual Leave Annual leave ranges from 16 to 23 days per year depending upon the length of service with the City. Leave may be used as it is accrued with the permission of the employee's supervisor. Annual leave is paid at termination after completing six (6) months of service.
