Program Manager Port Hueneme, CA Full-Time Key Personnel Role
Kros-Wise is seeking an experienced Program Manager to lead a high-visibility Professional and Administrative Support Services (PASS) contract in support of the Naval Surface Warfare Center (NSWC) Port Hueneme Division. This contract involves managing a high-performing, multidisciplinary team providing administrative, HR, facilities, safety, and supply chain support services across multiple CONUS locations. This is a Key Personnel position under an upcoming federal contract. Pending award, the selected candidate will be instrumental in contract execution, workforce leadership, and client satisfaction.
Responsibilities
• Lead all aspects of the PASS contract across a workforce of approximately 147 full-time employees supporting diverse functional areas
• Serve as the primary point of contact with the Government's Contracting Officer (KO), Contracting Officer's Representative (COR), and technical stakeholders
• Provide strategic oversight of staffing, program delivery, performance metrics, and financial accountability
• Ensure compliance with contract deliverables, including CDRLs, QASP metrics, and performance reporting
• Deliver consistent, high-quality support across areas such as human resources, public affairs, administrative services, facilities management, safety and environmental compliance, and logistics
• Oversee task order execution, resource planning, and continuous performance improvement initiatives
• Prepare and present client reports, including status updates, POA&Ms, CPARS input, and risk assessments
Minimum Qualifications
• Master's degree in Engineering, Mathematics, Business Administration (MBA), or a related technical discipline (Bachelor's degree may be considered with substantial additional relevant experience)
• A minimum of 12 years of experience managing complex professional or administrative support programs
• Active Project Management Professional (PMP) certification or DAWIA Level III in Program Management
• Experience overseeing programs with large, geographically dispersed teams (100+ FTEs) and subcontractors
• Strong working knowledge of cost, schedule, and performance management in a federal contracting environment
• Excellent communication skills, with demonstrated ability to brief senior government stakeholders
Highly Desired Qualifications
• Certified Scrum Master (CSM) or PMI-Agile Certified Practitioner (PMI-ACP)
• Conceptual or hands-on knowledge of U.S. Navy Combat Systems, including but not limited to: - Combat Systems, Test & Evaluation - Naval Surface Sensors, Weapons & Launchers - Aegis MK 99, Littoral Combat Ship (LCS), MK 92 FCS - Guided Missile Launching System (GMLS), Vertical Launching Systems (VLS) - Ship Self Defense System (SSDS), SLQ-32 Electronic Warfare Suite - Tactical Data Link Operations (Link 11, Link 16), Combat Direction Center Operations
• Familiarity with Foreign Military Sales (FMS)
• Experience working with Navy Systems Commands (e.g., NAVSEA, PEOs) or in a Program Executive Office (PEO)
• Proficiency with Navy enterprise tools such as eCRAFT, eCMRA, or equivalent systems
• Strong understanding of QASP compliance, CPARS preparation, and Government surveillance/reporting requirements
