Koniag Data Solutions, a Koniag Government Services company, is seeking an experienced Program Manager with a Secret Clearance to support KDS and our government customer in Washington, DC, to lead and oversee a dynamic program, comprised of five specialized teams, supporting the development and maintenance of critical digital archive platforms and IT systems. This Program Manager will manage the delivery of various IT services, system engineering, creation of sophisticated digital archive platforms, the modernization of legacy websites and systems, cloud migration initiatives, SharePoint application creation and maintenance, and implementation of cutting-edge technologies including generative AI and automation solutions. The position requires a strong technical background combined with exceptional leadership skills, and the ability to coordinate complex, multi-faceted projects. This position requires the ability to obtain and maintain a Secret security clearance. This position is based in the Washington, DC metro area and requires in-person work. Position Description: The Program Manager will be responsible for leading and managing multiple, cross-functional teams of IT professionals delivering various technical services to the customer. Key responsibilities include: Provide strategic leadership and oversight of program execution, ensuring alignment with customer goals and objectives Transition the program to an Agile methodology and maintain Agile approach to work thereafter including holding Agile ceremonies and maintaining a well-groomed Product Backlog accessible to all leadership Manage program financials, including budget planning, tracking, and reporting Coordinate with various technical leads to ensure successful delivery of services Lead and mentor a diverse team of IT professionals across multiple technical disciplines Develop, maintain, and manage stakeholder relationships and communication at all levels, including with government leadership Ensure successful, on time delivery of all contract requirements and deliverables Provide regular status updates and briefings to senior leadership Identify and manage program risks and develop mitigation strategies Develop and track program metrics and deliverables Manage resource allocation and staffing plans Coordinate resources across teams to optimize efficiency and productivity Oversee the development, implementation, and maintenance of classified and unclassified digital archive platforms Oversee the migration of projects to cloud platforms (Azure/AWS) Oversee development and implementation of technical solutions in cloud platforms (Azure/AWS) Guide modernization efforts for legacy systems and websites Supervise process improvement and automation initiatives Identify viable, high return-on-investment generative AI use-cases and guide the team in implementation of those use-cases for improved data management, creation, and retrieval both internally for the customer and for external users of the customer's products Oversee cybersecurity compliance and ATO/ATC processes Ensure compliance with security requirements, technical standards, and cybersecurity requirements and maintain security posture Required Education and Experience: 10+ years of IT experience 7+ years of program management experience 5+ years of experience managing government contracts 3+ years of experience leading Agile teams Active Secret security clearance Current PMP certification Experience with DOD/Army programs Experience managing teams of 20+ personnel Required Skills and Competencies: Expert knowledge of and experience leading teams in Agile program/project management methodologies, tools, and best practices Strong technical understanding of IT systems, cloud computing, and cybersecurity Strong analytical and problem-solving skills Excellent communication skills, both written and verbal, with ability to brief senior leadership Proven track record of successful program delivery in government environments Strong business acumen and ability to align technical solutions with business objectives Detail-oriented with strong focus on quality and continuous improvement Experience managing complex IT programs and technical teams Experience with change management and organizational transformation Knowledge of cloud technologies and migration strategies (Azure/AWS) Experience with classified system development and ATO processes Understanding of generative AI implementation in enterprise systems Understanding of cybersecurity requirements and compliance Experience with government contracting and contract management Strong financial management and budgeting skills Ability to obtain and maintain a Secret security clearance Experience with risk management and mitigation strategies Desired Skills and Competencies: Master's degree in related field Experience with Army systems and processes Knowledge of SharePoint and content management systems Previous experience with museum or historical information systems Experience with process automation tools and technologies ITIL certification Agile certifications (CSM, SAFe, etc.) Experience with generative AI initiatives Experience with IL6 environments Security+ certification Understanding of DOD cybersecurity requirements and RMF process Our Equal Employment Opportunity Policy The company is an equal opportunity employer.
