The FBI Security Division is responsible for delivering background investigation, analytical, and physical security support services in support of law enforcement inquiries, field investigations and verifications, and clearance adjudications for FBI personnel and external partners. This function ensures the timely initiation, coordination, and adjudication of background investigations for individuals requiring access to FBI facilities, systems, or sensitive information. Support includes managing investigative case flow, analyzing suitability and clearance data, preparing adjudicative recommendations, and ensuring compliance with federal personnel security standards and FBI policy. The Program Manager (PM) leads and oversees contract execution for the FBI's Background Investigation and Analytical Support Services. The PM serves as the key liaison to FBI contracting and technical officials and is responsible for ensuring all BPA and Task Order requirements are delivered on time, within scope, and in compliance with security and quality standards. The PM oversees the full lifecycle of program operations including staffing, compliance, risk mitigation, and reporting. This position is contingent upon contract award. Clearance Required: TS with SCI eligibility and ability to pass the FBI CI Polygraph. Responsibilities : Provide strategic leadership across all program activities, ensuring alignment with organizational objectives and contract requirements. Serve as the primary point of contact with government stakeholders and represent the program at executive and interagency meetings. Oversee all aspects of contract execution, ensuring compliance, risk mitigation, cost control, and quality assurance. Supervise and evaluate staff performance, set priorities, assign tasks, and provide coaching to maintain a high-performing team. Lead strategic planning efforts, including long- and short-term resource forecasting, budgeting, and scheduling. Manage subcontractor coordination and performance, ensuring effective integration with prime contract operations. Identify data patterns, relationships, and root causes to inform solutions for complex program challenges. Apply acquisition best practices to evaluate and optimize program feasibility, including technical, cost, and schedule dimensions. Develop and present data-driven insights and performance metrics to support leadership decision-making. Coordinate cross-functional and interagency initiatives in support of leadership goals and mission requirements. Employ comprehensive project management methodologies, including change management, resource planning, and quality control. Exercise oversight and quality assurance across all contractor deliverables to ensure timeliness, cost-effectiveness, and compliance with contract terms. Qualifications : Bachelor's degree is required. Master's degree is preferred. 15 years or more of managing all facets of program management (budget, schedule, quality, and risk). At least five (5) years of experience over the past ten (10) years (two (2) years of experience within the last four (4) years) directly - related to managing or performing similar responsibilities. Eight (8) years in a specialty related to personnel security being managed which includes scheduling and supervising project personnel. Preferred Qualifications : PMP certification.
