Position Overview: The Program Manager serves as the single point of contact for the contracted effort with the customer regarding contract performance, and overall management of support operations. Provide strategic program management, direction, contract administration, quality assurance, and leadership for a mission-critical IT program encompassing IT operations, IT Systems development, and IT modernization and transformation. Demonstrates excellent written and verbal communications skills. Essential Functions, Responsibilities & Duties may include, but are not limited to: Provide strategic program management, direction, contract administration, quality assurance, and leadership for a mission-critical IT program encompassing IT operations, IT Systems development, and IT modernization and transformation. Collaborate strategically with senior Government leaders to devise, recommend, execute, and implement efficient and innovative approaches to accomplish IT modernization objectives. Apply technical expertise and leadership skills in communication, coordination, cooperation and collaboration to operationalize the organizational IT vision. Apply industry leading best practices (e.g., ITIL, CMMI, PMBOK) to drive modernization, standardization, and efficiencies. Serve as primary interface with customer on all matters involving contract execution. Assure conduct of contract requirements is executed IAW appropriate regulations and Company policies/procedures (i.e., federal acquisition regulations). Work closely with team members to ensure compliance is maintained as part of the day-to-day operations. Project accountability to meet deliverables and timelines to ensure program success. Manage additional or changed tasks to manage resources to meet desired mission outcomes. Develop and provide monthly progress, status and management report (CPSMR). Knowledge of transition-in/transition-out with minimum service disruption. Ensure that contractors comply with all mandatory Information Assurance Training. Lead all meetings and the integrated product team (kick-off through project close). Develop and implement plans and schedules to execute contracts/subcontracts. Allocate and control contract budgets for labor, material, and travel and purchased services. Report program status to senior management on a routine basis. Formally identify, assess, monitor, and mitigate risk throughout the program life cycle. Perform variance analysis of schedule and cost on a formal and informal basis and present them to senior management (i.e., earned value management system). Provide leadership to the team; assure communication and cooperation among team members and resolve areas of conflict. Assure a timely closeout of completed programs to ensure all obligations are satisfied and program documentation is properly recorded. Develop and execute program corrective action strategies. Support, communicate, reinforce, and defend the mission, values and culture of the organization. Work Experience, Knowledge, Skills & Abilities: 10+ years of experience Program or Project Management leading DoD systems implementation, program/project execution, operations and/or process improvement engagements. MA/MS in Business, Tech, Engineering, IT, or similar. Demonstrated leadership of large complex multi-work stream programs Ability to operationalize IT Infrastructure Library (ITIL) Service Delivery Framework. Expertise in guiding and leading integrated project teams comprising multi-disciplinary functional members spanning civilians, SMEs and Contractors for a unified vision. Active TS Clearance PMP certification preferred Working Environment & Conditions This job operates in a professional office environment and has a noise level of mostly low to moderate.
