Position Overview Riverside Research is seeking an experienced Program Manager to oversee successful execution and provide staffing oversight on an enterprise-wide DoD engineering and technical support services contract within the Integrated Commercial Solutions (ICS) Group. The ICS Group oversees a portfolio of contracts and R&D programs designed to accelerate the development and adoption of commercial technology to address critical mission needs at speed and scale within the national security community. Our program managers, engineers, and subject matter experts lead activities in the areas of commercial and strategic engagement; collaborative R&D prototyping; and development of tools and systems for evaluating and delivering trusted commercial technologies, products, and analytics insights. As a Program Manager in ICS, you will be responsible for leading a fast-paced, multi-disciplinary team of commercial technology experts in support of one or more DoD innovation and mission partner support organizations. This includes architecting technical solutions for diverse stakeholder organizations; directing and managing resources across multiple lines of effort and functional teams; designing and instituting agile standard operating processes; and hands-on day-to-day execution of contract activities. Responsibilities Manage day-to-day contract execution across multiple DoD R&D and innovation portfolios and maintain project repositories and collaboration sites across several lines of effort
Serve as the program management lead for key ICS DoD innovation projects and manage project execution to drive growth on new and adjacent R&D programs
Work directly with government clients to serve as a trusted agent and primary focal point to lead the mapping of mission needs into realizable requirements and proposed solutions that leverage commercial
Communicate cross-functionally with other ICS program portfolios to identify and implement organizational and operational efficiencies
Create and document programmatic staffing and technology solutions in the form of presentations, white papers, and proposals for delivery to internal and external leadership teams
Supervise and mentor a staff of 60+ technical leaders, project managers, portfolio analysts, subject matter experts, and advisory consultants across a diversity of commercial technology and defense engagement sectors
Other duties as assigned Qualifications Minimum Requirements: B.S. degree in engineering, computer science, business, program management, or related field
12+ years minimum experience in a combination of project and program management or business operations 5+ years of specialized experience directly managing large technical and engineering-focused defense innovation programs
5+ years of experience working with commercial companies or commercial products and technologies that support dual-use applications within the defense and intelligence communities Ability to supervise others and lead projects and deliverables across a geographically dispersed, collaborative, and cross-functional environment
Excellent written and verbal communication skills, ensuring customer goals are met satisfactorily
Project, Program Management, or PMP certifications and experience
Active TS/SCI clearance
Preferred Requirements: M.S., M.B.A., or Ph.D. degree
Prior relevant business operations experience in the commercial technology sector or with a non-profit organization
Experience with commercial innovation, R&D best practices, and go-to-market strategies in one or more of the following areas: space systems, AI/ML, commercial test and evaluation, quantum sensing, C-UAS and autonomous systems, cybersecurity, energy optimization, and human systems Global Comp This represents the typical compensation range for this position based on experience, location and other factors.
