ARS is seeking an experienced Program Manager to lead a team providing professional services supporting a government innovation and technology acceleration program. This role will oversee service delivery across multiple functional areas including strategic communications, event management, administrative support, and technology protection. Responsibilities include: Provide overall leadership and direction for a multi-disciplinary team of professionals supporting innovation and technology transition initiatives
Develop and implement program management plans, ensuring compliance with contract requirements and performance standards
Manage resource allocation, staffing, and budget to achieve program objectives within constraints
Foster strong relationships with government clients and stakeholders while maintaining clear lines of communication
Monitor and report on program performance metrics, identifying and addressing risks proactively
Lead phase-in and transition activities to ensure continuity of operations
Implement quality control processes to ensure deliverables meet or exceed client expectations
Coordinate across functional teams including marketing, events, administrative services, and security
Develop strategic recommendations to improve program effectiveness and efficiency
Ensure compliance with security requirements and proper handling of sensitive information
Other duties as assigned
Qualifications/ Technical Experience Requirements: Must be a US citizen
Bachelor's degree in Business Administration, Management, Engineering, or related field
8+ years of experience in program management, with at least 3 years managing government contracts
Demonstrated experience leading diverse technical teams in a professional services environment
Knowledge of government contracting processes, FAR compliance, and contract performance monitoring
Experience with performance-based contracts and quality assurance methods
Strong communication skills with ability to interface effectively with government stakeholders
Ability to obtain and maintain a SECRET security clearance
Proficiency with project management tools, Microsoft Office suite, and collaboration platforms
Desired Qualifications: Master's degree in Business Administration, Management, or related field
PMP certification or equivalent project management credentials
Experience with DoD or Air Force innovation programs or technology transition initiatives
Familiarity with small business innovation research (SBIR) programs
Understanding of defense acquisition processes
Experience with agile or scrum methodologies
Background in technology development, commercialization, or venture capital
Knowledge of strategic communications and marketing principles
Experience supporting events management or stakeholder engagement activities
