Duties Provides the overall strategic direction, coordination and management of programs that develop transformational solutions, from problem framing to transition. Ensures technology development maintains cost, schedule and performance. Assists commercial partners in navigating DOD enterprise. Works with contracting officers to develop and execute acquisition strategy. Analyzes issues related to projects and distills critical information for presentation to Senior Leaders so that they may make an informed decision. Understanding of the technical program and organization; working in an unstructured environment to solve a wide variety of problems dealing with center operations management. Communicating orally and in writing with senior management, DA, DoD, international organizations, industry, and academia. Working independently with initiative and creativity on problems often specified by only general guidance. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Three year trial/probationary period may be required. You will be required to provide proof of U.S. Citizenship. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Coordinating a diverse team of SMEs to develop and analyze requirement documents; 2) Conducting studies to review and analyze requirements to invest or divest resources; 3) Using analysis to provide recommendations and inform requirements to Senior Leaders; AND 4) Brief analysis products across requirements enterprise. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-3/GS-13). For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
