Videos Help Duties Oversee and administer the implementation of Installation-level program policies in all managed areas. Participate in developing and executing the Garrison strategic plan for all managed programs consistent with Installation Management Command (IMCOM) program goals and objectives. Exercise executive level management for maintain and administering an integrated human resources management program. Keep abreast of new developments and regulatory guidance from Headquarters and Region. Review and analyze program proposals and recommendations submitted by installation and tenant organizational elements. Develop Garrison-level policies, goals, and objectives and integrates program policies and operations to ensure a full measure of support to the community. Provide technical and administrative supervision of administrative, professional and technical personnel engaged in the directorate operations. Promote acceptance and adherence to such programs as equal employment opportunity, employment of the handicapped and other similar special emphasis programs. Serve as spokesperson and representative in meetings and conferences with partner organizations and representatives of higher echelons. Specialized Experience for GS-13: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: Providing oversight over policies and procedures for assigned programs, such as: Alcohol and Drug Abuse Prevention (ASAP), Army Continuing Education (ACES), postal support and records management, etc. to ensure compliance and efficiency; coordinating recruitment efforts/information between supervisors and other human resources personnel (i.e. Civilian Personnel Advisory Center-CPAC) to assist in filling vacant positions; recommending changes to policies/operations to develop more efficient processes; and developing and issuing written instructions and standard operating procedures to ensure employee compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Human Capital Management Human Resources Management Leadership Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
