Clear Behavioral Health (formerly Clear Recovery Center) is a mental health and substance abuse treatment program with online and in-person locations across Los Angeles, CA. We specialize in helping teens and adults suffering from mood and anxiety disorders, substance use and addiction, self-harm, attachment and burnout. Our treatment teams of subject matter experts deliver holistic, individualized, and multimodal mental health treatment through an engaging and therapeutic environment using state of the art, evidence-based clinical care. Our continuum of care includes outpatient, intensive outpatient, partial hospitalization/day treatment, residential treatment, and inpatient detox.
Clear Behavioral Health is seeking a dedicated Program Manager to help oversee our Virtual Intensive Outpatient Program (IOP) while also providing direct client care. This full-time, on-site role in Torrance, CA, is ideal for a compassionate professional with experience in mental health treatment.
The Program Manager supports the day-to-day operations of the program, ensuring the effective delivery of high-quality clinical treatment. This role is responsible for assisting program staff, maintaining compliance with regulatory standards, and fostering a safe and efficient environment for employees, clients, and visitors. The Program Manager works closely with leadership to implement best practices, support staff development, overseeing program logistics, and managing a full case load.

DUTIES & ESSENTIAL JOB FUNCTIONS:
- Oversee Virtual IOP Operations - Ensure program schedules, compliance with Joint Commission (JCAHO) and California state regulations, and smooth daily operations.
- Provide Client Care - Facilitate individual and group counseling sessions while managing treatment planning and case coordination.
- Support & Supervise Staff - Train, guide, and provide performance feedback to program staff (therapists, counselors, etc.).
- Manage Compliance & Documentation - Maintain accurate client records, ensure adherence to evidence-based practices, and assist in regulatory compliance.
- Coordinate with Referral Sources & Families - Foster communication between clients, families, external providers, and community resources.
- Crisis Intervention & On-Call Support - Assist with client crises and at-risk situations as needed.
OTHER FUNCTIONS AND RESPONSIBILITIES:
- Carry out additional duties as directed by the Clinical Director and/or Program Director.
- Positively represent the program during potential marketing opportunities.
- Review and verify staff timecards before payroll submission.
- Support continuous program improvements and implement best practices under the direction of leadership.
Qualifications
- Mental health expertise with experience in management, case management, and client care coordination.
- Ability to work independently and collaboratively in a fast-paced environment.
- Strong organizational and project management skills.
- Strong communication and interpersonal skills, with the ability to collaborate effectively across departments.
- Ability to prioritize tasks and to delegate them when appropriate.
- Strong leadership & organizational skills to manage program operations and team dynamics.
- Experience in outpatient or residential treatment settings (preferred).
- CPR & First Aid Certification, TB Clearance, and pre-employment health screening required.
