SMX is looking for a Program Manager to help lead a large-scale cloud and DevSecOps modernization effort supporting a federal customer. This position plays a critical role in ensuring alignment of cost, schedule, and performance across a multi-CLIN technical environment, supporting secure cloud infrastructure and agile software delivery. You'll work closely with a seasoned program leadership team, help drive mission-critical execution and develop trusted relationships across stakeholders-playing a pivotal role in achieving enterprise transformation goals. This position is a hybrid role supporting a Hanover, Maryland based team. Essential Duties: Serve as the primary coordination point for execution across all areas of the contract, assisting the overall Program Manager. Oversee and align activities across multiple CLINs to ensure cohesive execution of cost, schedule, and performance goals. Identify and escalate potential delivery issues early, proposing and tracking corrective action plans. Act as a key liaison with subcontractors, supporting onboarding, performance monitoring, and relationship management. Participate in and support budgeting, forecasting, and contract management activities in collaboration with finance and contracts teams. Develop and maintain a trusted advisor relationship with Federal customer stakeholders, ensuring proactive communication and issue resolution. Support team performance reviews and contribute to maintaining a high-performing, ethical, and mission-aligned workforce. Required Skills & Experience: Minimum 10 years of program or project management experience in federal IT services or similar technical environments. Bachelor's degree in a relevant field (e.g., Information Technology, Business Administration, or Engineering). Proven experience managing large-scale, multi-task technical programs, preferably with cloud or DevSecOps components. Demonstrated success managing scope, budget, and performance across complex efforts. Ability to lead cross-functional teams and coordinate across multiple task areas. Strong interpersonal and communication skills, with a history of building trusted relationships with customers and stakeholders. Active Secret clearance or ability to obtain one. PMP or equivalent certification required. Desired Skills & Experience Experience supporting secure cloud environments (e.g., AWS GovCloud) and compliance-focused projects (e.g., RMF, IL5). Familiarity with Agile project management frameworks and tools (e.g., Jira, Confluence). Working knowledge of federal acquisition, contracting processes, and subcontractor management. Experience supporting digital transformation or enterprise IT modernization programs for the federal government.
