Overview

The Program Manager is responsible for the administration and supervision of food production, warehousing and distribution facility for the Nutrition, including the Congregate and Home Delivered Meals components. This position also manages the general overall operations of the Kitchen facility, overall nutrition operations at four senior centers and for nutrition sites; directs overall operations of the wheels delivery service contract, to ensure meals are provided to all homebound Meals on Wheels clients. The Program Manager manages the fiscal grant management for the Elderly Nutrition Program, Texans Feeding Texans-Home Delivered Meals, and State HHS Title XX and Managed Care program. The position is also responsible for monthly reports and contracts compliance for all nutrition Program and Managed Care Programs; primary administrator of bid and purchasing system for section as required by the grant. The Program Manager is responsible for the supervision and Nutrition site staff, coordinates meal service for City emergency operations during crisis, responsible for maintaining excellent public relations with elderly clients and the public, maintains effective working relationships with other City departments, vendors and subcontractors. Upon request the Program Manager coordinates special catering events and functions.

Responsibilities

• Ensuring that the Central Kitchen, 4 Senior Centers and 4 Nutrition Sites are fully operational and maintained in accordance with the Texas health and Huiman Services Elderly Nutrition contract compliance and local Health Department rules and Regulations. Facilities shall meet or exceed all health rules and Regulations.

• Supervise kitchen staff, repairs, maintenance and expenditures.

• Manages purchases with all vendors through supply agreement.

• Producing meals for the City's Emergency Operations Office during any crisis.

• Monitors expenditures and provides quarterly reviews detailing current financial status and year end projections.

• Initiates and/or responds to requests for research and developing new grant proposals.

• Authorized to use a City credit card to purchase products, goods, and services as an outline by the procurement policies and procedures.

• Reassures those adequate supplies and equipment is ready and available.

• Administration and supervision of a well-organized food production, warehousing and distribution facility for the Elderly Nutrition Program including the Congregate and Home Delivered Meals components.

• Directs overall operations of the Meals on wheels delivery service contract to ensure that meals are provided to all homebound 'Meals on Wheels clients.

• Administrator of State of Texas web-based client management and billing software systems for the Elderly Nutrition Program and Managed Care Providers.

• Manage the local client database system (FOX) and implementation of ServTracker.

• Provides a wide diversity of direct social services designed to seek and identify isolated, minority and economically disadvantaged elderly citizens in the community. Services included outreach, home visits, escort, counseling, personal assistance, advocacy, referrals and case management.

• Implement policies and procedures governing client eligibility, enrollment, case management, reporting and interagency agreements.

• Monitors compliance with grant contract standards and submits center member intake process.

• Manages the Meals on Wheels client member intake process and Client Date Management System. Achieve annual service level Goals as per annual Request for Proposal.

• Insuring the efficient operations of the Elderly Nutrition Program in compliance with grants standards.

• Maintains administrative oversight of the Texas Health and Humans Services client Information Management system.

• Manages the overall operations of the Nutrition Service and Education Center (Central Kitchen).

• Manages the monitoring visits and report findings conducted by the Texas Health and Human Services for the Meals or Wheels, Coastal Bend Area agency on Aging and Texans Feeding Texans grants.

• Recruiting, selecting, training, coaching, monitoring and evaluating employee performances.

• Assists the Kitchen Supervisor in outlining the annual training calendar for kitchen staff quarterly trainings.

• Assists the Kitchen Supervisor in coordinating staff schedules.

• Serves as the hiring manager and process staff vacancies to include interviews and candidates.

• Coordinates the completion of Human Resources forms (Form 12's, employee incident reports, shoe vouchers, etc.)

• Serves as an agency liaison with the Area Agency on Aging Advisory Committee.

• Facilities effective relations with other City departments, vendors and delivery subcontractors.

• Performs other related duties and fulfills responsibilities as required

Position Type and Typical Hours of Work

• Exempt - Full-Time

• Monday - Friday, 8AM - 5PM
  • Positions and schedules are dependent on vacancies and department needs.
  • Flexibility to work evenings, weekends, and holidays is a schedule requirement

Minimum Qualifications

• Bachelor's degree (BA/BS)

• Three (3) years of experience

Licenses and Certifications

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Required Within One (1) Month of Hire

• Food Manager's Certification

Required Within Forty-five (45) Days of Hire

• First Aid / CPR Certification

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
