About the Role
Central Texas Recruiting is seeking an experienced Program Manager to lead a high-impact contract supporting the development of a hybrid cloud Lab Environment for application development, modeling & simulation (M&S), data integration, and more. This role requires managing all contractor personnel and ensuring successful program execution in alignment with the Statement of Work (SOW). The Program Manager will act as the primary point of contact for government stakeholders, overseeing strategic direction, compliance, and operational success.

Key Responsibilities
Serve as the key liaison between contractor teams and government stakeholders
Provide strategic oversight for execution, budgeting, and delivery of all program objectives
Lead, supervise, and support contractor personnel to meet mission goals
Oversee operations within secure lab environments, ensuring safety and compliance
Foster seamless collaboration with Intelligence Community (IC) partners, especially the NRO
Implement risk mitigation plans, project strategies, and continuous process improvements
Track key performance indicators and report progress to stakeholders
Ensure compliance with all contractual, security, and regulatory requirements

Qualifications & Requirements
U.S. Citizenship Required
Active TS/SCI Clearance with CI Poly Required

Education & Experience:
Bachelors degree in Business, Science, Technology, Engineering, or Mathematics (STEM)
PMP certification or equivalent project management credential
6+ years of Program Management experience on programs of similar size and complexity
4+ years supporting secure laboratory environments
10+ years of experience supporting the Intelligence Community, including 6+ years with the NRO
Proven track record managing cloud-based solution deployments in secure environments

Preferred Skills & Experience:
Masters degree in a relevant discipline
Exceptional leadership, communication, and stakeholder engagement abilities
Experience managing highly technical programs in classified settings
